Summary of the contracting process

The Cardiff and Vale University Health Board has completed the procurement process for the "Provisions of PCR Master Mixes – Clonality Testing" contract. The contract is aimed at supplying PCR mastermixes and associated reagents essential for haematological malignancy diagnostics undertaken by The All Wales Medical Genomics Service. This direct award was made to Invivoscribe Technologies SARL, a supplier able to meet the specific technical requirements necessary for continuity of service. This procurement is under the category of laboratory reagents and is applicable region-wide in Wales. The procurement method employed was direct award due to technical constraints, and the contract has been active since 31 March 2026, with a period ending on 31 December 2026.

This tender offers significant opportunities for businesses involved in the manufacture and supply of specialised laboratory reagents. Companies that can deliver high-quality products with robust customer support systems are well-suited to compete in similar tenders. Organisations providing technical expertise and solutions aligned with existing genomic testing frameworks, ensuring minimal disruption and adherence to rigorous standards like UKAS, would find beneficial growth opportunities. As diagnostic services increasingly depend on specialised reagents for disease monitoring and patient care, businesses in this niche can bolster their presence in the public sector by demonstrating capability in meeting specific scientific and operational demands.

Notice Title

PROVISIONS OF PCR MASTER MIXES - CLONALITY TESTING

Notice Description

The All Wales Medical Genomics Service (AWMGS) is awarding a direct contract for the supply of PCR mastermixes and associated reagents required for B and T cell clonality testing. These assays are critical for diagnosing and monitoring haematological malignancies such as lymphoma and must include validated clonal and polyclonal controls, as well as a control gene, to ensure accurate and reproducible results. In addition to product supply, the contract includes technical support to maintain continuity of service. Changing supplier would require extensive revalidation and re-accreditation of all assays, which would be a major undertaking and cause significant disruption to diagnostic services. This would lead to delays in patient testing, risking late or missed diagnoses and potentially endangering patient health and outcomes. The direct award is therefore essential to safeguard patient safety, maintain compliance with UKAS standards, and ensure uninterrupted delivery of critical genomic testing services across Wales

Procurement Information

The requirement relates to a highly specialised product/service where only a limited number of suppliers in the market can meet the necessary technical and clinical requirements. The selected supplier provides a defined solution that is compatible with existing systems and meets specific performance standards. Due to these technical constraints and the need for continuity of service, no alternative supplier is capable of delivering the required specification without significant disruption or risk
