Summary of the contracting process

ScotRail Trains Limited procured air reservoir overhaul services for railway vehicles. The work covered inspection, dismantling, cleaning, examination, repair, reassembly, painting and testing of reservoirs used on Class 153, 156 and 158 trains, and HST Class 43 power cars and Mark III coaches. Services were required to meet rail safety-critical requirements and relevant rail standards, including WOSS 310/8 Version 4. ScotRail supplied the materials. The supplier was also expected to provide a robust identification and labelling system for each tank, recording the kit, overhaul completion date and associated asset data. Delivery locations included Edinburgh, Glasgow and Inverness. The procurement was divided into two lots reflecting the different train fleets and required contract arrangements.

This was a selective negotiated procedure with prior call for competition, beginning with a pre-qualification questionnaire and a later invitation-to-tender stage. Suppliers could bid for one or both lots, with up to four candidates progressing to the second stage. Evaluation for Lot 1 was weighted 60% quality and 40% price; the tender allowed no variants. Lot 1 covered a 1,440-day contract with a possible 12-month extension, while Lot 2 covered 720 days with a possible extension of up to 12 months. The stated overall estimated value was £475,000. The award record for Lot 1 is marked unsuccessful and discontinued, so no supplier was selected for that lot. The tender deadline was amended from 24 July 2026 to 4 August 2026.

Although this procurement did not result in an award for Lot 1, it indicates demand from ScotRail for specialist railway rolling-stock component overhaul. Relevant competitors would need demonstrable capability in repairing and testing compressed-air reservoirs and other safety-critical railway equipment, with procedures aligned to WOSS 310/8 Version 4 and applicable rail standards. Experience across the specified ScotRail train fleets would be particularly relevant, as would the ability to handle different reservoir types, materials and vehicle classifications. A credible supplier would also need dependable inspection, traceability and asset-management controls, including durable identification labels and accurate records of overhaul dates and associated data. Capacity to work from ScotRail-provided materials and support delivery in Edinburgh, Glasgow or Inverness would strengthen its position when comparable requirements return.
