Summary of the contracting process

Wirral Council, a sub-central government public authority, is planning a procurement process for the delivery of its Connect to Work Individual Placement Support (IPS) programme. This initiative aims to address economic inactivity in the UKD74 region by providing specialised support to individuals facing employment barriers. The procurement process is currently in the planning stage and will utilise an open procedure method for acquiring services in the education and training sector. The planned contract period is expected to start on April 1, 2026, and end on March 31, 2029, with a possibility of renewal until March 31, 2030. Key dates include the publication of a future notice on January 2, 2026, and January 19, 2026, highlighting the commitment to transparency and timely communication.

This tender presents significant opportunities for SMEs and VCSEs, particularly those experienced in delivering education and training services. Businesses equipped to implement evidence-based models of supported employment, such as 'place, train, and maintain,' are best positioned to succeed. Organisations with expertise in aiding individuals facing employment disadvantage will find this an attractive prospect for growth and partnership with Wirral Council. The open procurement method encourages competitive participation, allowing diverse entities to vie for the opportunity to contribute to impactful community development.
