Summary of the contracting process

City & County of Swansea procured the design, supply and installation of two pontoons at Morfa Quay and New Cut Road in Swansea. This is a construction-led marine infrastructure project, with associated architectural, engineering and inspection services. The requirement is suitable for contractors able to deliver pontoon systems from design through physical installation, working with the council as the public-sector buyer. The delivery location is Swansea, Wales. The procurement relates to construction work rather than general consultancy or routine maintenance, although technical design and engineering capability form part of the scope. It is a single requirement covering both named waterfront locations, with the supplier responsible for delivering the completed pontoon works.

The procurement was awarded following an above-threshold open procedure under the Procurement Act 2023, with one completed lot. Inland and Coastal Marina Systems UK Ltd was awarded the contract on 29 January 2026; the contract was signed on 15 July 2026. The original estimated value was £449,999 excluding VAT (£539,998 including VAT). The active contract is valued at £411,775.70 excluding VAT (£494,130.84 including VAT), running from 5 August to 2 October 2026. Bids were assessed on price at 70%, programme at 15%, experience at 10% and CDM at 5%. Economic and technical selection requirements applied, and electronic auction provisions were included. The lot allowed options under the contract documents and accepted submissions in English or Welsh.

For future work of this type, credible suppliers would need end-to-end pontoon delivery capability: marine construction expertise, design coordination, fabrication or supply arrangements, and safe installation at waterfront sites. The evaluation shows that competitive strength depends primarily on price, but also on presenting a realistic delivery programme, relevant project experience and robust CDM arrangements. Suppliers should therefore be able to evidence comparable pontoon or marina infrastructure projects, demonstrate effective health and safety management, and explain how they will coordinate design, procurement, logistics and installation. The requirement was marked as suitable for SMEs and VCSEs, indicating that smaller specialist contractors may compete, either directly or through established delivery partnerships, provided they can meet the economic and technical requirements.
