Summary of the contracting process

The Crown Estate established a UK-wide sustainability services framework covering five areas: strategic sustainability and environmental or management advice; specialist social innovation services; climate, nature, and social finance and investment advice; strategic communications and internal and external engagement; and marine industries advice. The work is consultancy-led, combining environmental engineering, financial, business and management, communications, engagement, and marine expertise. It is intended to support The Crown Estate’s sustainability priorities across the United Kingdom. The framework includes both large consultancies and smaller specialist organisations, with services ranging from strategic advisory and investment support to stakeholder participation, communications, and marine-sector capability.

The procurement is complete and has been awarded through an above-threshold open procedure. The five framework lots were evaluated on quality (50%), commercial or price (40%) and social value (10%), and each was suitable for SMEs and VCSEs. Lot 1, worth £1.7m net (£2.04m gross), was awarded on 26 May 2026 to Amey, AtkinsRéalis, Mott MacDonald, Hoare Lea, Arup, Moorhouse Consulting, Teneo Strategy and Incendium Consulting. Lot 2, £1.2m net (£1.44m gross), went to The Participation People, Akerlof, 2-3 Degrees Legacy, Hoare Lea, The Curiosity Society, Useful Simple Group, Buro Happold and The Young Foundation. Lots 3, 4 and 5 were also awarded separately, with contracts signed on 1 August 2026 and running to 31 July 2030. Lot 3 went to AtkinsRéalis, WSP, Arup, Turner & Townsend and Eunomia; Lot 4 to Beyond Words Studio, Wonderoom, Nice and Serious, Flag, Futerra and Futerra Ltd; and Lot 5 to Mott MacDonald, WSP, COWI, Bureau Veritas and Hoare Lea. The framework permits direct awards below £75,000 and mini-competitions above that threshold.

This opportunity demonstrates sustained demand from The Crown Estate for multidisciplinary sustainability consultancy rather than a single technical specialism. Credible future competitors will need demonstrable experience in environmental strategy, climate and nature, social innovation, sustainable finance, investment advice, communications or marine industries, depending on the relevant service area. The buyer accepted both large and smaller organisations, including VCSEs, so a focused specialist can be relevant where it can show strong quality, social value and commercial delivery. The evaluation places greatest emphasis on the quality of the proposed service, followed by price and then social value. Suppliers should therefore be able to evidence technically credible advice, effective stakeholder or public engagement where relevant, and the capacity to deliver UK-wide assignments through a framework route involving direct awards for smaller requirements and further competition for larger ones.
