Summary of the contracting process

Scotland Excel is procuring a National Flexible Framework Agreement for trained and vetted social care agency workers across Scotland. The framework will support local authorities, associate members, Integration Authorities and the Scottish Prison Service that have the relevant access arrangements. It covers social care settings through three service areas: Care Roles, including care assistants, support workers, housing assistants and senior carers; Professional Roles, including social workers, occupational therapists, social work managers and social work assistants; and Ancillary Roles, including domestic assistants, cooks, kitchen assistants, handypersons and bus escorts. The work is classified as social work and related services (CPV 85300000), and delivery is across Scotland. The arrangement is intended to allow new suppliers to join and existing suppliers to vary their services, subject to its terms.

The procurement has reached tender: Scotland Excel invited offers through an open procedure to establish a flexible framework agreement. Electronic tenders were to be submitted by 20 October 2026 at 12:00, in English. The estimated total value is £100,000,000. The lots have estimated values of £89,000,000 for Care Roles, £8,000,000 for Professional Roles and £3,000,000 for Ancillary Roles; these are estimates and do not guarantee work, usage or continuity. Each lot has a contract duration of 1,440 days, including up to two 12-month extensions. Quality and commercial considerations are weighted 60% technical and 40% commercial. The procurement documents set out the detailed requirements, permitted variations, evaluation approach and framework conditions.

This opportunity suits specialist recruitment agencies and workforce providers able to supply social care personnel across Scotland. Suppliers need capacity to source and deploy workers in the relevant care, professional or ancillary roles, with the staffing scale and operational systems needed for multiple public sector authorities and social care settings. Every worker supplied must be vetted, appropriately qualified and registered with the relevant regulatory body for the role, in accordance with the law. Businesses must be able to evidence the required selection information and accept the framework’s contract conditions. The arrangement also requires bidders to address subcontracting, including the proportion proposed and the qualification information for relevant subcontractors. Bidders will also be asked to commit to delivering community benefits.

This procurement exercise is to establish a 'National Flexible Framework Agreement' in accordance with Regulations 74-76 of the Public Contracts (Scotland) Regulations 2015, "the Regulations" (further referred to as 'the Flexible Framework Agreement (FFA)') for the provision of trained and vetted Social Care Agency Workers in a variety of social care settings. Once established, subject to the terms of the FFA, there may be opportunities for admission of new suppliers and existing suppliers may vary their service (see the Procurement Documents for full details). The value provided in II.1.5 is an ESTIMATE only. TENDER INFORMATION SESSIONS Scotland Excel is running Tenderer Information Sessions on the following dates - 22 September 2026 @ 1pm - 2.30pm and - 23 September 2026 @ 1pm - 2.30pm. Ancillary Roles

Lot 3 is for the provision of trained and vetted Domestic Assistants, Cooks, Kitchen Assistants, Handypersons and Bus Escorts. (see the Procurement Documents, Schedule 2 - Description of Core Roles). The anticipated value is estimated and may be subject to change. There is no guarantee of any business, use, level of use or continuity of business through the FFA. Award criteria Quality criterion: Technical Weighting: 60 / Commercial Weighting: 40 Additional information: Please note, the duration shown at section II.2.7 includes two, up to twelve (12) month extensions. By virtue of Regulation 76(3) of the Public Contract (Scotland) Regulations 2015, Tenderers in any of the situations listed in Regulation 58 of the Regulations may be excluded.
