Summary of the contracting process

West Mercia Police and Crime Commissioner and Wyre Forest District Council procured the Worcester Home Adaptation Service, a construction and installation service for homes in Worcestershire. The requirement is divided into level-access showers, ramps, and major building works relating to home adaptations. The work is intended to adapt homes to improve accessibility, including installing showers without steps, constructing ramps, and carrying out larger adaptation projects. Wyre Forest District Council is the named contracting authority in the service description, with the Police and Crime Commissioner also acting as a buyer. The procurement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. It covers construction work and installation services, with delivery in the Worcestershire area.

This procurement has been awarded following an open procedure and is complete. The award date for all three lots was 23 February 2026. Lot 1, level-access showers, was awarded to 28 suppliers for £10,000,000 gross. Lot 2, ramps, was awarded to six suppliers for £4,500,000 gross. Lot 3, major works, was awarded to six suppliers for £5,000,000 gross. The contract period for each lot runs from 1 April 2026 to 31 March 2029, with two possible 12-month extensions to 31 March 2031. The overall signed contract is valued at £5,760,000 gross (£4,800,000 excluding tax), was signed on 31 March 2026, and includes a framework agreement. Evaluation was based on price, with economic and technical selection criteria recorded as not applicable.

This procurement demonstrates substantial, recurring demand for home-accessibility construction in Worcestershire across specialist installations and larger building projects. A credible future supplier would need practical capability in level-access shower installation, ramp construction or major home adaptations, depending on its chosen service area. The framework structure shows that the buyer can appoint multiple providers, creating scope for both specialist and broader building contractors. Performance expectations cover adherence to a code of conduct, quality of works, health and safety, environmental performance, response to work requests and customer service, with these measures reviewed monthly. The successful field included both SMEs and larger businesses, indicating that local firms can compete where they can demonstrate reliable delivery, suitable resources and strong operational controls.
