Summary of the contracting process

Wirral Council procured semi-independent supported housing for homeless people aged 18 and over in Wirral. The service is intended for people with fewer or less complex support needs than those requiring intensive hostel accommodation, including people moving on from higher-support housing or with previous tenancy experience. Its contract runs from 1 June 2026 to 31 May 2028, with two 12-month extension options to 31 May 2030. Lot 2, for 50 units, was awarded to The Riverside Group Ltd (Care & Support) on 29 April 2026 for £1,143,948 gross, with the same contract period and extension options. Evaluation weighted quality and technical provision at 60%, social value at 10% and commercial pricing at 30%. Four bids were received for Lot 1 and one for Lot 2. Both lots were suitable for SMEs and VCSEs.

This requirement suits organisations able to provide and manage dispersed single-occupancy homes, together with practical support that builds independent living skills for homeless adults. Credible providers would need housing-management capability, experience supporting people with homelessness and lower-complexity needs, and the capacity to coordinate help across health, financial, employment, training and education issues. The award pattern shows that both a specialist local VCSE and a large housing and care provider were accepted, so capability can be demonstrated through different organisational models. Suppliers should also be able to evidence robust technical delivery, measurable social value commitments and commercially credible pricing. The two service sizes indicate demand at both smaller and larger operational scales, while the repeat requirement points to the value of maintaining a strong Wirral homelessness-service offer.

Notice Description

The Council wishes to procure units of semi-independent supported housing for homeless people, aged 18+ For some homeless people, a hostel is not the optimal setting in which to develop independent living skills. A protracted stay in a hostel, particularly as independence develop and grows, can be counter-productive for some vulnerable people. Similarly, a hostel may not always be the appropriate environment for those residents that have fewer, or less complex presenting issues, or those that already have some degree of independent living skills, as the time spent by staff providing support can often be monopolised by those residents that present with chaotic behaviours. It is expected that the target Service User profile for this service will have fewer or less complex support needs than their peers in other homeless services. This is not to say that the target service user profile will not present with any support needs, but rather it is intended that this service will be aimed at those that may have already spent time in more intensive supported housing but who no longer require that level of support; or that they may have previously held a tenancy. The service will be expected to deliver housing-related support that is designed to maximise a person's ability to live independently and will cover aspects such as Physical/Mental Health, Finance & Budgeting, Employment, Training or Education etc. The Council is seeking bids that propose the use of dispersed single-occupancy accommodation, rather than group living.
