Summary of the contracting process

Lanarkshire Housing Association Limited is procuring housing management software and related IT support to replace or upgrade its ActiveH Desktop housing management system. The requirement covers desktop housing-management modules and an intra-group move to the HomeMaster solution, which was assessed as meeting the Association’s business needs. Delivery and use are centred on Lanarkshire Housing Association at 191 Brandon Street, Motherwell. The contracting authority is a public-law body responsible for housing and community amenities. The proposed solution is supplied by Designer Software Ltd, which is identified as a small or medium-sized enterprise. This is a software implementation and upgrade requirement rather than a general-purpose IT services contract, and is particularly relevant to suppliers with housing-management platforms, migration capability and experience supporting housing associations.

The procurement has been awarded through a limited procedure without prior publication of a competition. The stated rationale was that competition is absent for technical reasons, because the existing ActiveH system and proposed HomeMaster solution are within the same parent group and no reasonable workaround was identified. The award date is 10 December 2025. Designer Software Ltd received the award, with an active contract valued at £216,000, signed on 10 December 2025. The intended contract term is 36 months, replacing an existing arrangement with 21 months remaining; the current contract runs until August 2027. Evaluation was based equally on quality and price, each worth 50%. One electronic bid was recorded, from an SME. The tender status is complete.

This outcome indicates a defined requirement for housing associations seeking to modernise or replace desktop housing-management systems while preserving continuity with an existing platform. A credible future competitor would need a proven housing-management product, strong understanding of tenancy and housing-association operations, and the ability to upgrade or migrate desktop modules with limited disruption. Technical compatibility with ActiveH or comparable legacy systems would be important, as would a clear route to integrating an alternative platform into established business processes. Suppliers should also be able to demonstrate software implementation, development, support and transition capability, rather than only supplying generic IT consultancy. The buyer’s equal weighting of quality and price shows that technical delivery and commercial competitiveness both matter, while the single SME bid indicates that smaller specialist software providers can participate in this type of requirement.
