Summary of the contracting process

Worcestershire County Council commissioned Fit for Life, a men's health and weight-management programme delivered in Worcestershire. The service is intended primarily for adults living with overweight or obesity, addressing low participation by men in conventional weight-management programmes through a sports-based setting. It supports weight loss or prevention of further weight gain, increased physical activity, reduced sedentary behaviour and healthier eating. The provider must deliver a flexible, user-led and individualised programme that is culturally competent and inclusive. It must also help participants develop sustainable lifestyle and behavioural changes, strategies to overcome challenges, self-regulation skills and methods for maintaining a healthier body weight. This is a community health and wider health service requirement, rather than a supply of goods or construction work.

The procurement has been completed: the contract was awarded to ICAREIMOVE LIMITED on 25 March 2026 and signed on 1 May 2026. It followed a single-stage below-threshold open competition, with two final-stage bids. The contract runs from 1 May 2026 to 30 April 2028, with an option to extend by up to two years on a one-plus-one basis, subject to provider performance, funding and the Council’s priorities. Its value is £257,066 excluding VAT and £308,479 including VAT. There was one lot, marked complete, and the award was assessed on quality at 60%, price at 30% and social value at 10%. The award value and contract value are the same. The tender deadline was 13 February 2026 at 4pm, and clarification questions closed on 9 February 2026 at noon.

This requirement suits providers combining weight-management expertise with practical community health delivery in sports or other accessible activity settings. A credible competitor would need to engage men who face cultural, social or practical barriers to traditional clinical or classroom programmes, and provide inclusive, culturally competent support tailored to individual users. Relevant capability includes behaviour-change coaching, nutrition education, physical-activity support, sedentary-behaviour reduction and helping participants sustain healthier routines over time. Providers should be able to set goals with service users, build self-regulation skills and address obstacles to progress, while demonstrating quality delivery and meaningful social value. The successful supplier was an SME, and the opportunity attracted two final-stage bids, indicating a focused market for organisations able to deliver this specialist local service.

Notice Title

HEA25229 Fit for Life - Men's Health Programme

Notice Description

In Worcestershire, supporting adults to have a healthy lifestyle remains a public health priority. Around 67% of adults in Worcestershire are classified as overweight or obese. Despite men being more likely than women to be overweight nationally (69.7% compared to 59.2%), uptake of local weight management programmes among men is disproportionately low, estimated at just 12% of participants. This highlights a significant gap in engagement and accessibility, as men often face cultural, social, and practical barriers to joining traditional programmes. The consequences are serious: excess weight substantially increases the risk of long-term conditions such as type 2 diabetes, cardiovascular disease, and certain cancers, underscoring the urgent need for more tailored, male-focused interventions to address these inequalities. By embedding weight management within a sports setting, programmes overcome cultural and psychological barriers, making them more appealing and sustainable for men compared to clinical or classroom-style interventions. Fit for Life will: * Promote and support weight loss, or prevent further excess weight gain, primarily among individuals living with overweight or obesity * Support achievement of the CMO's physical activity recommendations and a reduction in sedentary behaviour. * Support service users to develop healthier eating habits and learn about healthy balanced meals. * Provide a flexible, user led programme that is individualised, culturally competent and inclusive. * Support service users to adopt and maintain healthy lifestyle and behavioural changes, including improved diet and increased physical activity to achieve sustainable weight loss. * Help service users develop strategies and self-regulatory skills to overcome challenges, achieve their weight related goals and maintain a healthier body weight over the long term. Contract value is PS257,066 for the period 01/05/26 - 30/04/30
