Summary of the contracting process

Blackpool Borough Council established a highways works framework covering Lancashire and Greater Manchester. Lot 1 covers highways surfacing, including resurfacing and reconstruction using hot, warm and cold asphalt or concrete, with associated road markings, signs, kerbs, drainage and barriers (CPV 45233210). Lot 2 covers highway civil engineering works, including earthworks, drainage, retaining structures, culverts, small bridges, footways, cycleways, crossings, carriageway reconstruction, junctions, traffic safety features, landscaping and utility interfaces (CPV 45233100). The framework is also available to Lancashire County Council, Blackburn with Darwen Borough Council, Lancashire Combined County Authority, councils in Greater Manchester, Transport for Greater Manchester and other named public bodies. It therefore supports work across a wide North West local-government network.

The procurement is complete and was awarded on 2 September 2026 through an open procedure for an eight-supplier framework, with up to four suppliers on each lot. Lot 1 was awarded to Associated Asphalt Contracting, Multipave (NW), DSD Construction and J Hopkins Contractors for £120,000,000 excluding VAT (£144,000,000 including VAT). Lot 2 was awarded to Associated Asphalt Contracting, George Cox & Sons, P Casey (Land Reclamation) and A E Yates for £80,000,000 excluding VAT (£96,000,000 including VAT). Both awarded contracts run from 1 October 2026 to 30 September 2030. The original tender closed on 9 February 2026 at 3pm, after enquiries closed on 16 January. Evaluation weighted price at 70%, quality at 20% and social value at 10%.

This award demonstrates recurring public demand for conventional highways surfacing and civil engineering across Lancashire and Greater Manchester, delivered through a multi-supplier framework. A credible future competitor would need practical capability in asphalt and concrete surfacing, road repairs, markings, kerbs, drainage and barriers for Lot 1; or civil engineering delivery covering earthworks, ground improvement, drainage, structures, footways, cycleways, junctions, traffic management, landscaping and utility coordination for Lot 2. The buyer assessed quality through method statements, alongside priced standard schedules of rates and social value offers. Both lots were identified as suitable for SMEs, and the competition attracted 17 final-stage bids for surfacing and 18 for civil engineering, including 10 and 14 SME bids respectively. Suppliers need the capacity to respond to individual work orders and, where required, compete for call-offs.

Blackpool Council are establishing a lotted - Highways surfacing and highways civil engineering works framework. The framework will enable call off contracts to be entered into in the manner described within the tender documents. The framework will consist of two lots: Lot 1 - Highways Surfacing - re-surfacing and re-construction of the highway network using conventional surfacing materials consisting of flexible and rigid pavement treatments (hot, warm and cold mix asphalts/concrete) and associated works such as, but not limited to road markings and signs, kerbs, drainages, barriers etc. Lot 2 - Highways Civils - Civil Engineering Works includes construction of improvement works on or associated with the highway network that may include the following; Earthworks - excavation, embankment construction, soil stabilisation, ground improvement, Drainage works - installation and renewal of surface water and foul water drainage systems, gullies, manholes, culverts, soakaways, attenuation features, Structures - construction, maintenance, and strengthening of highway-related structures such as retaining walls, culverts, small bridges, underpasses, Kerbing and footways - new construction and reconstruction of kerbs, footways, cycleways, pedestrian crossings, and paved areas, Carriageway construction - full-depth reconstruction, junction realignments, new road construction (excluding surfacing-only works covered under Lot 1), Traffic management and safety features - installation of safety barriers, guardrails, traffic islands, bollards, street lighting foundations, Environmental and landscaping works - reinstatement of verges, topsoiling, seeding, planting, and other mitigation measures linked to highway improvements, Utility works interface - coordination of civil works around statutory undertakers' Apparatus and chambers The framework will consist of up to 4 Suppliers for lot 1 and up to 4 Suppliers for lot 2 in line with the tender documents. The indicative range of call off contracts that may be entered into is typically expected to be in the range as set out below: * Lot 1 - Highways Surfacing - PS100,000 - PS5,000,000 * Lot 2 - Highways Civils - PS100,000 - PS1,500,000 The mechanism for awarding contracts from the framework is set out in the published framework information which details a selection procedure to decide which of the suppliers will be instructed to submit a quotation for a work order and a quotation procedure for obtaining a quotation from a Supplier. Quotations may be obtained either by requesting a quotation without secondary competition in which a Supplier is instructed to submit a quotation for the work in a Work Order or by requesting quotations with secondary competition in which more than one supplier is instructed to submit a quotation for the work in a work order. The Contracting Authority is Blackpool Council. In addition to the Contracting Authority the framework will be made available to Lancashire County Council, Blackburn with Darwen Council, Lancashire Combined County Authority and all current and future members and associate members of the Association of Greater Manchester Authorities (AGMA). The current members of AGMA are: Bolton Council, Bury Council, Manchester City Council, Oldham Metropolitan Borough Council, Rochdale Council, Salford City Council, Stockport Metropolitan Borough Council, Tameside Council, Trafford Council and Wigan Council. The Associate Members of AGMA are: Blackburn with Darwen Council, Blackpool Council, Cheshire East and Warrington Borough Council plus Transport for Greater Manchester, Greater Manchester Fire and Rescue Service Greater Manchester Police and Greater Manchester Waste Disposal Authority.
