Summary of the contracting process

Adra (Tai) Cyf, a public authority operating under Welsh devolved regulations, is currently in the planning stage for a procurement process concerning grounds maintenance services. The initiative, titled "Cynnal Tiroedd / Grounds Maintenance," focuses on services such as grass cutting, weed killing, and hedge trimming. The estimated location for these services spans regions in the United Kingdom specifically UKL12, UKL13, and UKL23. Adra is engaging in a pre-market exercise to refine their Grounds Maintenance Policy, with their agreement planned to commence in April 2027. A significant milestone in this process is the scheduled engagement on 19th January 2026. The procurement covers approximately 3.2 million square meters of grass in north Wales and considers various grass-cutting methods.

This procurement presents opportunities for businesses specialising in grounds maintenance services, specifically those experienced in innovative and cost-effective grass cutting methods like Cut and Drop, Cut and Collect, and Cut and Mulch. Companies that can provide competitive insights into these methods, including cost per square meter and suggested frequency, may find this tender particularly beneficial. The contract is suitable for SMEs, making it a promising opportunity for smaller enterprises looking to expand their footprint in the public sector within the specified UK regions. Active participation in this preliminary market engagement may not directly influence the procurement process but allows businesses to shape service delivery approaches and gain early visibility of upcoming requirements.

Notice Description

Adra (Tai) Cyf. are reviewing our Grounds Maintenance Policy in preparation to going out to tender late summer/September 2026 ready for the agreement to commence in April 2027. The Grounds Maintenance contract does cover associated services such as grass cutting, weed killing and hedge trimming. To help us review our policy in relation to grass cutting services, we would like to further understand the cost implications and service delivery factors that will benefit our customers, for example frequency, of the different methods available. Adra's stock in north Wales does constitute approximately 3.2 million square meters of grass, which we currently cut per month (7 times a year, April to October). We have identified 3 different cutting methods; 1. Cut and Drop 2. Cut and Collect 3. Cut and Mulch As part of our pre-market engagement exercise to help us draft our Grounds Maintenance Policy, prior to going out to tender, we wish to hear from contractors that can provide us with further information on the different cutting methods available, including average cost per m2, suggested frequencies and any advantages and disadvantages of the methods and any other service delivery factors that Adra should consider when reviewing our policy. Please contact caffael@adra.co.uk to engage in this PME. Important Note: This is not a call for competition, this notice is to assist Adra in reviewing our Grounds Maintenance Policy. Participation in this engagement does not grant any advantage in the subsequent procurement process. Please note the estimated value of the procurement is unknown at this stage.
