Summary of the contracting process

North East Lincolnshire Borough Council is actively conducting an open tender process for the "Flexible Alternative Provision Framework" aimed at providing high-quality education and training services for children and young people requiring time-limited education outside traditional school settings. The framework is divided into five lots, including Engagement Pathways, Targeted Learning and Progression, Digital Schooling Provision, Vocational Training and Life Skills Preparation, and Ofsted Registered Independent Alternative Provision. The procurement is currently in the tender stage, with submissions due by 7th August 2026. The procurement method is an open procedure under the light-touch regime, with opportunities available for all qualifying providers to apply throughout the framework's lifespan, which extends up to 2034.

This open framework presents significant opportunities for a broad range of businesses, particularly those specialising in education and alternative learning services. Companies eligible to compete include those with expertise in engagement pathways for children with social, emotional, and mental health needs, providers of digital and vocational training services, and those registered with Ofsted for independent provision. The framework encourages participation from SMEs and VCSEs, encouraging competition and enabling service providers to engage in successive framework iterations, promoting long-term business growth and stability in the alternative education sector.
