Summary of the contracting process

Transport for Greater Manchester (TfGM) is currently in the planning stage of a procurement process titled "Connected Vehicle Data," under the industry category of data services related to public road transport. The buying organisation is seeking to understand market capabilities through a Request for Information (RfI) for suppliers who can provide multi-use connected vehicle data. Interested parties must submit their responses by 12 p.m. on 16 January 2026. The procurement aims to support TfGM's Safer Roads Greater Manchester Partnership, embracing Vision Zero objectives aimed at reducing road fatalities and injuries across Greater Manchester by 2040. The contracting period is anticipated to start on 1 June 2026 and may extend until 31 May 2029 if renewed. The process will unfold in Manchester, UK (region code UKD33), with TfGM spearheading this initial planning stage.

This tender presents a significant opportunity for businesses specialising in data analysis, data capture, and supply services. Companies that excel in providing analytical services to understand road user behaviour and collision risk, especially within the area of connected vehicle data, would find this opportunity beneficial for expanding operations and collaborating with a robust public sector partner. Businesses in the technology and transport sectors looking to contribute towards safer roads and bring innovative solutions to influence road safety measures would be ideally positioned to engage with TfGM in this initiative. Such collaboration not only aligns with public safety goals but also supports business growth through potential contracts and partnerships with local authorities in Greater Manchester.

TfGM Connected Vehicle Data

Notice Description

TfGM is looking to engage the market to find and contact, specialist suppliers in the area of connected vehicle data. TfGM on behalf of Safer Roads Greater Manchester (SRGM) Partnership is seeking a connected vehicle data provider to collaborate with TfGM's internal teams and partner authorities. SRGM is a multi-agency partnership dedicated to reducing fatalities and serious injuries on Greater Manchester's (GM ) roads by influencing attitudes and behaviours. The Safer Roads Partnership is responsible for countywide functions, as agreed with Greater Manchester partners, including casualty data and analysis, performance monitoring, and safety camera operations. The SRGM Partnership is committed to Vision Zero. Vision Zero represents Greater Manchester's ambition for zero fatalities and life changing injuries (FLCI) on our roads by 2040, whilst increasing safe, healthy and equitable mobility for all. It includes a challenging interim target of 50% reduction in FLCI casualty numbers by 2030, from 2022 levels. The Vision Zero Strategy adopts the Safe System, whereby people, vehicles and the road infrastructure interact in a way that secures a high level of safety. The objective is to deliver a comprehensive suite of analytical services aimed at deepening our understanding of road user behaviour and collision risk. In addition, several further benefits and use cases for connected vehicle data have been identified within TfGM and its partner network. TfGM is therefore looking for a partner who can provide a multi-use source of connected vehicle data. The data will support a range of use cases enabling historic trend analysis, operational insight and real-time intervention.
