Summary of the contracting process

NHS England is seeking an externally hosted digital job evaluation system for the NHS Agenda for Change Job Evaluation Scheme in England. The requirement is for an existing, configurable, off-the-shelf system to support governance, assurance and oversight of job evaluation processes across NHS organisations. The supplier will also provide a national implementation plan, including a pilot, phased rollout and training for relevant NHS staff, followed by ongoing system maintenance, updates, user support and refreshed training. This is a single service contract covering delivery across England. The work is suited to suppliers providing configurable hosted software and the implementation and support services needed to deploy and operate it across multiple NHS organisations.

NHS England invited tenders through an open competitive flexible procedure with two stages: initial tender submissions are shortlisted, followed by a presentation stage. The enquiry deadline was 25 September 2026 at 17:00, and the submission deadline is 12 October 2026 at 12:00. The estimated contract period is 4 January 2027 to 3 January 2030, with two optional 12-month extensions, allowing a maximum term to 3 January 2032. The estimated value is £2.6 million excluding VAT (£3.12 million including VAT). There is one lot. Evaluation weights are technical quality 40%, commercial price 35%, presentation 15% and social value 10%.

The opportunity suits suppliers with an established hosted job evaluation platform that can be configured for the NHS scheme, rather than businesses proposing to build a new system from scratch. Delivery requires the capacity to plan and carry out a national rollout across NHS organisations, including a pilot, phased implementation and staff training. Evaluation gives the greatest weight to technical quality, alongside price, presentation and social value.

NHS England is seeking a supplier for the provision of: 1) An existing, configurable, externally hosted Job Evaluation Digital System (JE DS) that can be implemented as an off-the-shelf solution and configured to support the governance, assurance and oversight of the NHS job evaluation scheme (JES) processes for NHS organisations in England. 2) A national implementation delivery plan for the JE DS, including pilot, phased rollout and training arrangements for relevant NHS staff. 3) Ongoing JE DS maintenance, updates, user support and training updates throughout the contract term. Any contract awarded following this Procurement process is estimated to initially run for three years. There will be the option to extend the contract for two separate term terms of 12 months. Late submissions will not be accepted therefore, please submit in good time prior to the deadline date and time. All communications should be made via the messaging function on the e-Tendering portal during the tender exercise. The Contracting Authority requests that all communications are channelled through the e-portal system and not with the Contracting Authority itself other than as expressly permitted within this ITT.
