Summary of the contracting process

The Police and Crime Commissioner for Cambridgeshire is planning a procurement process for the DRIVE Project, targeting high-harm domestic abuse perpetrators. The contracting authority is engaging with potential suppliers to identify organisations capable of delivering this project across Cambridgeshire, Suffolk, Norfolk, Hertfordshire, and Bedfordshire. It seeks a coordinated multi-agency response. The process is currently in the planning stage, with a Request for Information (RFI) issued on 16 December 2025, and a deadline for submissions set for 23 January 2026. The procurement falls under services in the public authority sector, focusing on guidance and counselling, community health, and related social services.

This procurement presents a significant opportunity for businesses specialising in community health and social services, particularly those capable of providing guidance and counselling. Organisations locally based in the targeted regions or those open to establishing a presence within these counties may find this tender especially attractive. With an expected contract period from April 2026 to March 2028, small and medium enterprises (SMEs) and Voluntary, Community, and Social Enterprises (VCSEs) may benefit from engaging in this initiative to address domestic abuse and contribute to community welfare, expanding their reach and impact within the specified areas.

Notice Title

RFI - The Drive Project, high-harm domestic abuse perpetrators.

Notice Description

The 7Force Commercial Team is supporting the Police and Crime Commissioners for Cambridgeshire, Suffolk, Norfolk, Hertfordshire and Bedfordshire. This work is to identify organisations, with the skills and experience, who are interested in contributing to the delivery of the DRIVE Project: whole-system response to 'high-harm perpetrators' of domestic abuse, in any (or all) of the named county areas. This information will enable a better understanding of the current market and guide the development of future commissioning approaches. Commissioners in all five PCC areas are especially interested in identifying organisations who are locally based, or those willing to set up local office bases within county boundaries and invest resources to develop the partnerships needed to successfully deliver the project. The DRIVE Project seeks to address gaps in work with high-harm perpetrators of domestic abuse and reduce the risk and harm caused to those who are subjected to domestic abuse. It uses an intensive case management approach alongside embedded information sharing and a coordinated multi-agency response. The DRIVE Project is delivered to a national service specification set by the Home Office. This RFI is specifically to support the perpetrator element of the DRIVE project. This RFI does NOT ask for organisations to include the provision of support services for the victims of the perpetrators. This role is traditionally undertaken by Independent Domestic Abuse Advocates (IDVAs) and each area intend to source such support from within existing local models. The deadline for submitting responses to this Request for Information (RFI) is 23 January 2026. This opportunity can be found a follows: 1. Log in to our supplier portal at https://7force.force.com/login 2. Locate the opportunity under the 'Find Opportunities' section 3. Click 'Register Interest' 4. You can then go to 'My Proposals & Quotes' to view the documentation and submit your response. 5. Once you have completed all relevant Requirement Sections, ensure you click the 'Submit' button to ensure your responses are received by us. Upon clicking 'Submit' you will receive a confirmation email. The message centre (found on your Portal homepage) will be available for you to communicate with us regarding any open opportunities, or for any clarification questions you may have.
