Summary of the contracting process

The Forestry Commission is procuring a national signage framework for Forestry England. The requirement covers the production, delivery and, on some lots, installation of panel and timber structures, graphic panels, waymarker posts and threshold signage. Orders will vary during the framework. Four service options are available: panels and timber structures with installation; timber-only signs with installation; panel and timber signs without installation; and timber-only signs without installation. The work is to be delivered across England. This is primarily a goods supply opportunity, with installation services required for two lots. It will suit manufacturers, sign producers, timber specialists, graphic panel suppliers, distributors and installation contractors able to support requirements at sites across the country.

The procurement has reached tender: the buyer invited offers through an open procedure for a framework agreement. The enquiry deadline was 21 October 2026 at 15:00, and the tender submission deadline is 19 November 2026 at 12:00. The award decision is due by 1 December 2026. The framework is planned to run from 12 January 2027 to 11 January 2029, with options for two further one-year extensions, up to 11 January 2031. Its total estimated value is £2,000,000 excluding VAT (£2,400,000 including VAT). Lot values excluding VAT are £1,000,000, £500,000, £200,000 and £300,000 respectively. Each lot is scored on production methods 35%, supplier competence 15%, project management and customer service 5%, social value 10% and price 35%.

The opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises, with separate routes for suppliers that can install signs and those that only manufacture and deliver them. Relevant suppliers will need production capability for panel, timber and graphic signage, including bespoke requirements, and the capacity to fulfil varying orders over a national estate. Installation lots require reliable delivery and on-site installation, while non-installation lots suit manufacturers, fabricators and distributors with appropriate logistics. Bidders should be able to demonstrate supplier competence, effective production methods, project management, customer service and social value. Framework work will be awarded through further competitions: standard structures are generally awarded on lowest price, while significant bespoke requirements may be assessed on the proposed solution and price.

Forestry England are seeking suppliers for a National Signage Framework. Interested parties are invited to join a bidder briefing event, via Microsoft Teams, to find out more about the requirement. The date and time of this event are enclosed in the Invitation to Tender document provided. Full details of the requirements of this framework agreement can be found in the Specification and Appendices provided.

Lot Information

Panels and Timber Structures (including installation)

This covers production, delivery and installation of panel and timber structures, as well as orders for graphic panels. Orders will vary throughout the duration of the contract.

Renewal: Our intention is to award this framework agreement for a period of 2 years. There will be an option to extend the framework agreement by up to a further two 1-year periods, making the entire length of the framework 4 years in total (2+1+1).

Timber-only signs (including installation)

This covers production, delivery and installation of timber-only structures, such as way marker posts and threshold signage. Orders will vary throughout the duration of the contract.
