Summary of the contracting process

The procurement process for the contract titled "Supply Of Low Emission Structural Steel" was conducted by Scottish Water. This tender falls under the goods industry category, specifically for steel, and involves delivery to Scotland, within the region of UKM. The process is at the Award stage, with a notable date being the contract signature on 17th December 2025. The procurement method utilised was a limited procedure, specifically negotiated without the publication of a contract notice, justified by the unique ability of ArcelorMittal Distribution Solutions UK Limited to meet the specific technical and commercial requirements necessary for Scottish Water's capital investment programme from 2026 to 2034. The total contract is valued at £15,500,000.

This tender presents substantial opportunities for businesses that can contribute to sustainable production processes, especially in the steel industry. Companies specialising in low carbon-intensive steel production or those capable of transitioning to electric arc furnace (EAF) methods could derive considerable benefits, as the framework agreement prioritises environmentally responsible procurement. Businesses that can maintain supply security and offer commercial efficiency in steel supply, similar to ArcelorMittal's direct mill access, would be particularly well-suited to compete in similar future procurements. The contract enables opportunities for growth by fostering partnerships in sectors focused on sustainability and environmental responsibility.

Notice Title

Supply Of Low Emission Structural Steel

Notice Description

SUPPLY OF LOW EMISSION STRUCTURAL STEEL

The objective of the new framework is to enhance visibility and control over steel expenditure, while ensuring that the steel procured is the most environmentally responsible option; specifically, lower carbon-intensive processes and materials. Transitioning to EAF does not carry an inherent cost premium and, moving forward, offers enhanced cost stability as EAF is less exposed to the volatility of scarce fossil fuels and environmental surcharges that affect traditional methods.

The framework is designed with flexibility, allowing the introduction of additional steel products, such as rebar, over its duration.
