Summary of the contracting process

The Maritime and Coastguard Agency (MCA) procured UK-wide management of its existing masts and towers. The service covers maintaining the structures so they remain safe under current and emerging safety requirements, and ensuring access safety systems protect authorised personnel. A credible competitor for a future requirement would need to demonstrate the technical and economic capacity to manage communications structures, keep them safe as requirements evolve, and ensure access systems are suitable for authorised workers. Experience identifying practical measures to deter unauthorised access would also be relevant. The evaluation gave more weight to quality than cost, and included a distinct social value element, so suppliers would need to evidence service quality and social value alongside a competitive commercial offer. The award to an SME and the participation of three SME bidders indicate that smaller businesses were among those able to compete.

Notice Description

The aim of the Mast and Towers Contract is to ensure that the structures are managed in order that the MCA's obligations for the UK's Maritime Safety of Life at Sea (SOLAS) mandate and all other maritime requirements are met; by ensuring that these freehold sites/structures are safe and any changes to them meet recognised safety standards. The Supplier will be responsible for all aspects of management of the MCA's existing mast and tower structures to ensure that: * they are maintained and remain safe in accordance with current and emerging safety requirements * that access safety systems meet these safety standards for any authorised person having reason to access the structure, and reasonably practicable security measures are identified to prevent unauthorized persons from accessing the structures.

Options: For non-core activity, including project management services, PS150k exc VAT has been allowed across the life of the contract. This has been included in the Total Value Estimate.

Renewal: Two 1-year extension options permissable. This has been included in the Total Value Estimate.
