Notice Description

Derbyshire Police and Crime Commissioner (PCC), in partnership with Probation Service, Derbyshire County Council, and all Local Authority across Derbyshire and Derby City, is seeking to procure a service that will secure a sustainable supply of affordable residential accommodation for single people who are offenders on probation licence. The initiative is expected to be titled the Offender Partnership PRS Scheme. We recognise that landlords may be hesitant to offer assured shorthold tenancies to offenders. To address these concerns, the scheme incorporates measures designed to provide reassurance, including financial safeguards and comprehensive tenant management and support. The initial contract will be for a period of one year, commencing in April/May 2026. We are inviting discussions with potential suppliers regarding this opportunity, which is anticipated to include: - Securing a minimum of 20 dispersed properties (predominantly self-contained, with some shared accommodation) across Derbyshire and Derby City, with an approximate 50:50 split. - Additional payments to landlords for tenant sign-up. - Access to a dedicated tenant support service, providing weekly engagement with tenants and acting as a point of contact for landlords to resolve any issues. Please note: All properties secured must be let under private tenancy agreement (assured shorthold tenancy) between the landlord, letting agent, or management agent.
