Summary of the contracting process

Flintshire County Council has completed a procurement process for the establishment and implementation of a "Sustainable Food System" targeting food insecurity and improving dietary health outcomes across Flintshire. This initiative forms part of the Council's strategic approach to increase community resilience and health through access to minimally processed food. The Council is located in Flintshire, United Kingdom, and the project falls under the catering services industry category. The procurement was conducted using an open procedure, concluding with an award on 23 April 2026. The contract, awarded to Can Cook, a supplier located in Flintshire, is set to commence on 1 June 2026 and will span over five years, with a potential extension to 31 May 2033 subject to funding conditions. The contract places emphasis on collaboration with community partners and local suppliers, with strategic objectives to bolster local supply chains and maximise social and environmental impacts.

The Sustainable Food System contract presents numerous growth opportunities for businesses specialising in services designed to address social issues, health improvement, and community building. The procurement aims to support SMEs and organisations within the VCSE sector that can demonstrate financial sustainability and innovation in delivering UPF-free, nutritious food solutions throughout the year, particularly during school holiday periods. Businesses focusing on high-quality service design, financial sustainability, nutritional integrity, and social value can find significant scope for participation. With a staunch requirement for collaboration with community organisations and local suppliers, the programme promises to strengthen local supply chains, encouraging businesses with expertise in community engagement and healthy food production to get involved, thus potentially expanding their market reach and operational efficacy in the region.
