Summary of the contracting process

Transport Scotland, acting on behalf of the Scottish Ministers, is in the planning stage for a procurement process titled "Transport and Island Connectivity, Planning, Appraisal, Data and Modelling Services." This process is aimed at establishing a Multi-Supplier Framework Agreement, spanning the transport systems consultancy services industry. The framework is designed to last three years, with an option to extend for an additional year, and has a total estimated value of £9,000,000. The procurement is structured into four Lots, each focusing on different aspects, such as Transport Modelling and Data Services and Island Connectivity Advisory. Key dates include Market Engagement Sessions scheduled online from 27 to 30 January 2026, offering an opportunity for potential suppliers to understand the scope and process better. Transport Scotland, located in Glasgow, extends an invitation to participate in this transparent and open procurement effort, with the next formal communication expected by 1 June 2026.

This tender presents significant business opportunities, particularly for SMEs, Third Sector organisations, and Supported Businesses due to its diverse scope and the multiple Lots available. With an emphasis on services like technical analysis, transport modelling, and consultancy in maritime and island transport connectivity, companies with expertise in these fields are particularly well-suited to participate. The procurement process allows companies to gain foothold within regional transport and other Scottish Government Directorates, fostering collaborations and long-term engagements. Moreover, the involvement in the framework can provide companies exposure to significant transport projects and initiatives across Scotland, potentially paving the way for future growth and development within the public sector.
