Summary of the contracting process

The Scottish Legal Complaints Commission (SLCC) has announced a planned procurement process for a Legal Services Framework Agreement set to commence from 1 October 2026 until 30 September 2030. The buying organisation, headquartered in Edinburgh, is a national agency mandated to oversee legal complaints in Scotland. The procurement stage is currently in the planning phase with a prior information notice issued to potential suppliers. The industry category is classified under legal services with the CPV code 79100000, and it seeks legal service providers who can offer comprehensive services, including legal representation, litigation, and advice on legal regulations and general public sector legislation. Interested parties should note the information event scheduled for 28 January 2026. Any queries need to be submitted by 17:00 on the same day, with a further notice anticipated on 9 February 2026.

This tender presents an opportunity for legal firms, particularly those regulated by the Law Society of Scotland, to be appointed to a significant framework agreement, promoting business growth through an association with a national entity. The framework could be particularly advantageous for established legal service providers capable of managing demand-driven work without guaranteed spend, thus appealing to firms experienced in handling variable workloads. The broad scope of required legal expertise, from judicial review to general business advice, provides room for diverse practices to contribute their specialised services, ensuring they have a competitive edge in securing a place in the framework agreement.
