Summary of the contracting process

Blackpool Council is overseeing the procurement process for the Provision of Holiday Activity and Food Programme aimed at children eligible for free school meals and other vulnerable groups, aged 4-16. Based in Blackpool (region UKD42), the procurement, currently in the award stage as of 30th March 2026, follows an open procedure. With a gross value of £6,000,000, the contract spans from 1st April 2026 to 31st March 2029, with potential extensions up to 2034 subject to budget and performance requirements. The process aims to establish a closed framework agreement with providers meeting both DfE and local requirements, offering substantial opportunities within the children's holiday camp service sector.

The tender presents significant opportunities for various business types, particularly service providers specialising in children's holiday camps. This framework has appointed numerous large-scale and SME suppliers, with engagement largely based on compliance and geographic needs across Blackpool. Suppliers such as Blackpool F.C. Community Trust, Magic Club, and Groundwork Cheshire, Lancashire & Merseyside exemplify the range of entities well-positioned to compete, highlighting inclusivity for small and voluntary organisations. The provision supports business growth by securing long-term agreements and consistent income via direct awards and fixed fees, enriching the local economy and bolstering service offerings tailored to community needs.
