Summary of the contracting process

Bristol City Council sought contractors for a framework covering responsive repairs and refurbishment of vacant domestic and residential properties across Bristol. The works included bricklaying, carpentry, electrical work, painting, plastering, plumbing, roofing and scaffolding. The requirement was divided into responsive repairs and void refurbishment, covering the full range of building works needed to return properties to use and maintain occupied homes. It was a works procurement for activity across the city. Both lots were identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. The framework was intended to support the Council’s housing repair and property refurbishment requirements through multiple appointed contractors.

The Council invited offers through an open procedure for a closed framework, without reopening competition for individual work allocations. The tender reached the offer stage, with enquiries due by 7 July 2026 at 12:00 and tenders due by 15 July 2026 at 12:00. The planned award decision date was 8 September 2026. The framework was valued at £40 million excluding VAT (£48 million including VAT), with £18 million excluding VAT for responsive repairs and £12 million excluding VAT for void refurbishment. Each lot was assessed on price at 39%, quality at 50% and social value at 11%. The Council discontinued the procurement after reviewing its approach and requirements, intending to revise and readvertise it later in 2026.

This opportunity suited building contractors able to deliver broad, multi-trade housing repairs and refurbishment, either directly or through a capable delivery team. Relevant capability included bricklaying, carpentry, electrical installation, painting, plastering, plumbing, roofing and scaffolding. Suppliers needed the capacity to work across domestic and residential properties in Bristol and to deliver either responsive repair activity, void property refurbishment, or both. The framework anticipated appointing several contractors to each lot, with work allocated by percentage according to the number of places awarded. It therefore suited established housing maintenance and refurbishment businesses, as well as smaller or community-focused organisations able to demonstrate reliable multi-trade delivery and social value.

Lot Information

Lot 1 - Responsive Repairs (Responsive Repairs & Void Refurbishment Framework for Domestic Properties 26-29)

It is anticipated that there will be between 4 and 10 contractors, with work allocated on a percentage based allocation. A table detailing the amount of work expected by each contractor dependant on how many places are awarded is listed in the ITT. It is estimated that PS6m a year of work will be awarded through this Lot These lots will cover any of our domestic and residential properties across the city, for the full scope of works including but not limited to: Bricklaying Carpentry Electrical Painting Plastering Plumbing Roofing & Scaffolding

Renewal: Optional 12 month extension

Lot 2 - Void Refurbishment (Responsive Repairs & Void Refurbishment Framework for Domestic Properties 26-29)

Void Refurbishment. It is anticipated that there will be between 4 and 6 contractors with work allocated on a percentage based allocation. A table detailing the amount of work expected by each contractor dependant on how many places are awarded is listed in the ITT.
