Summary of the contracting process

Leidos Supply Limited is buying intraosseous access devices and associated spare parts on behalf of the UK Ministry of Defence. The requirement is split into two product lots: a sternal access device and a limb access system. Both systems must be simple to use, pocket-sized and robust enough to withstand prolonged environmental conditions without failure. This is a medical equipment and consumables supply requirement, covering devices used to obtain access through bone, together with spares. Delivery is required in the United Kingdom. TVS Supply Chain Solutions is managing parts of the evaluation, while Leidos Supply Limited is the buyer. The procurement is for a framework agreement rather than a guaranteed volume of orders.

The buyer invited offers through an open procedure. The tender submission deadline was 9 November 2026 at 17:00, and enquiries were due by 3 November 2026 at 12:00. The planned contract period runs from 1 March 2027 to 28 February 2031. The stated estimated value is up to £6 million, or £7.2 million including VAT. Each lot has an estimated value of up to £3 million, or £3.6 million including VAT. Bids are assessed in stages: suppliers must pass all qualification questions, then achieve at least 60% on weighted technical questions; prices are evaluated for bids passing those stages. The buyer intends to award at least one contract and may award up to four to cover requirements and achieve value for money.

This opportunity suits suppliers able to provide dependable medical devices and associated spares for UK defence use. The products must be compact and straightforward for users, while robust enough to withstand prolonged environmental conditions without failure. Suppliers can bid for the sternal access device, the limb access system, or both, and small and medium-sized businesses are considered suitable. Competing suppliers should be able to evidence compliance with the qualification questions and score strongly against the technical requirements before their prices are considered. The framework may support more than one supplier, but it carries no guaranteed business, so bidders should assess whether their product range and capacity can meet the relevant schedule of requirements without relying on a fixed order volume.
