Notice Description

The Ministry of Justice (MoJ), through the Office of the Accountant General (OAG), is preparing to procure a future operating model for the Court Funds Office (CFO) service, which provides banking, investment and funds administration services for clients of the civil courts in England and Wales, including the Court of Protection. The service operates within a highly regulated environment and supports the safeguarding and administration of funds held on behalf of vulnerable court users and children. The procurement is expected to seek a supplier capable of delivering a modern, secure and resilient end-to-end service, including digital customer channels, operational processing, payment and investment administration, systems integration, data migration, service transition and ongoing live operations. A key objective of the programme is to transform the current largely manual and legacy-based service into a streamlined digital service that improves accessibility, efficiency, transparency and user experience for both clients and administrators. The Authority intends to continue engaging with the market to further refine the service requirements, delivery approach and procurement strategy ahead of finalising the procurement approach and future tender requirements.

Planning Information

The Ministry of Justice (MoJ) is undertaking a Preliminary Market Engagement (PME) activity in accordance with Section 16 of the Procurement Act 2023. The purpose of this engagement is to improve MoJ’s understanding of the current market for the provision of the Court Funds Office (CFO) service, including market capability, delivery models, innovation, and commercial considerations. Information gathered through this PME will be used solely to inform MoJ’s internal planning, procurement strategy, and development of future requirements, prior to any decision being taken to commence a procurement. Following completion of the first Preliminary Market Engagement activity, this notice is issued to enable suppliers to express interest and register with us in order to receive further details on forthcoming market engagement events. This PME is being conducted through the issue of a Pre-Qualification Questionnaire (PQQ). The PQQ is being used purely as a structured market engagement tool and does not form part of any procurement process. For clarity: • The PQQ is not a procurement Pre-Qualification Questionnaire; • The PQQ will not be used to assess supplier suitability, capability, or eligibility; • The PQQ will not be scored, ranked, or used to shortlist suppliers; and • Submission of a response will not result in any exclusion, selection, or advantage in relation to any future procurement. The PQQ has been selected solely as a proportionate and efficient method of gathering consistent and comparable market information from interested suppliers. How to Access the PME PQQ 1)The PME PQQ is available via our e-sourcing platform (Jaggaer) at https://ministryofjusticecommercial.ukp.app.jaggaer.com/web/login.html.
