Summary of the contracting process

Richmond Housing Partnership procured insurance and related services for its housing operations across the United Kingdom. The scope covered property, legal expenses, contractor’s all-risks, fire, damage and loss, professional and general liability, risk management, insurance brokerage, motor and motor liability, engineering plant inspection and insurance, cyber, terrorism and political violence, directors’ and officers’ liability, and alternative risk financing. The buyer was Richmond Housing Partnership, with Gibbs Laidler Consulting LLP managing the procurement on its behalf. Lot 3 also required bidders to source suitable engineering inspection providers and insurers. Lot 5 involved options linked to the government-backed Pool Re programme, while Lot 8 sought innovative alternative risk-financing solutions where the authority identified a need.

This completed procurement used an above-threshold open competitive flexible procedure with multiple stages, including conditions of participation, shortlisting and three tendering stages. Evaluation for each lot was 60% quality and 40% cost, and four bids were recorded for Lots 1 and 2, seven for Lot 4, four for Lot 6 and five for Lot 7. Awards were made on 27 May 2026: Arthur J. Gallagher Insurance Brokers Limited received Lot 1 at £4,500,000 gross and Lot 4 at £125,000 gross; Zurich Insurance Company Limited received Lot 2 at £260,000 gross; and Jensten Insurance Brokers (London and SE) Ltd received Lots 6 and 7, each at £75,000 gross. The contracts were signed on 16 July 2026, starting 17 July 2026 and running to 16 July 2029, with extensions potentially available to 2031. The overall estimated procurement value was £8,703,120 gross.

This requirement demonstrates recurring demand from a housing provider for coordinated insurance broking and underwriting across property, liability, motor, cyber, terrorism, political violence and directors’ and officers’ risks. Credible competitors would need to offer strong insurance-market access, risk-management expertise and the ability to assemble suitable risk carriers across several specialist classes. Insurers and brokers should be able to demonstrate financial strength, including a minimum A rating from Standard & Poor’s, A.M. Best or an equivalent independent reputable agency, unless a lower-rated insurer is accepted through the bidder’s market security committee process. Relevant capability also includes arranging Pool Re-linked terrorism options, sourcing engineering inspection services, handling claims and renewals, and proposing practical alternative risk-financing solutions. The evaluation shows that service quality was more important than cost, favouring technically robust delivery and clear ongoing account management.
