Summary of the contracting process

The Development Bank of Wales has completed a procurement process titled "The Provision of Credit Referencing Services," culminating in the award of the contract to Experian Ltd. This procurement falls under the financial and insurance services industry category and is aimed at enhancing data accuracy and operational efficiencies. Located within the United Kingdom, the project was initiated as a tender and has now reached the award stage, with the contract signed on 26 June 2026. The contract commences on 1 July 2026 and spans an initial four-year period, with potential extensions, highlighting a long-term investment in integrated credit referencing solutions.

This tender represents a significant business opportunity, particularly for companies specialising in credit reference services, data integration, and financial software solutions. The open procurement method allowed wide participation, but ultimately, a large-scale business like Experian Ltd was selected, likely due to the complexity and scale of services required. With a contract value of over £1.8 million and options for project work and additional services, this contract highlights the potential for engaged suppliers to contribute meaningfully to the strategic objectives of the Development Bank of Wales. Businesses capable of delivering innovative data solutions and enhancing due diligence processes will find similar tenders an ideal opportunity for growth and partnership with public sector organisations focused on modernising financial operations.

The Provision of Credit Referencing Services

Notice Description

The Development Bank of Wales issued a UK 6 Notice on 30 March 2026 alerting the market that DBW was intending to award a contract to Experian Ltd. Summary of the requirement: The Development Bank of Wales Group (DBW) is undertaking a key strategic project aimed at driving operational efficiencies, enhancing data accuracy and improving scalability throughout the customer journey. As part of this initiative, we are seeking a collaborative partner to deliver an integrated solution that streamlines our customer due diligence and credit risk assessment processes using commercial and consumer credit bureau data; eliminating manual data entry and enabling intelligent and responsible lending decisions. DBW currently operates two separate systems; one focused on identity and address verification, PEPs, Sanctions, adverse media, law enforcement and consumer monitoring, the other a credit referencing solution, providing reports on companies, consumers, directors, international business, consumer watchlist and company monitoring. This dual system approach presents an opportunity for consolidation of services. The DBW Group currently utilises a web-based service for its credit referencing solution. This is used by all companies within the DBW Group. The identity and address solution is used by DBW Investments and Green Homes Wales; this is a web-based application for sending IDV links and reviewing the outputs.
