Summary of the contracting process

Adra (Tai) Cyf, a Welsh housing organisation based in Bangor, is procuring a framework for planned and reactive asbestos services. The requirement is divided between asbestos surveying services and asbestos removal works, covering the inspection, sampling, testing and safe removal of asbestos associated with its properties and residents’ safety. Surveying includes building survey work, while the removal lot covers planned and reactive removal activities. Delivery is across Welsh locations. The framework is intended for service providers able to deliver a full range of compliant asbestos services and works under the tender documents. The process has reached tender: Adra invited offers through an open procedure for a closed framework agreement. Questions had to be submitted by 2 October 2026 at 17:00, and tenders by 9 October 2026 at 10:00. Evaluation was due to conclude by 16 November 2026. Both lots run from 1 January 2027 to 31 December 2030; Lot 1 includes a renewal provision. The estimated value is £500,000 excluding VAT, or £600,000 including VAT, for each lot. Price and quality each carry 50% of the score. Up to three providers are expected to be appointed for surveying and up to five for removals, based on the highest overall scores. Each supplier may bid for and be awarded one lot only.

This opportunity suits established asbestos specialists able to provide either surveying or removal services across Wales, with the operational capacity to respond to both planned and reactive requirements. For surveying, relevant providers should be able to employ suitably experienced in-house surveyors and manage sampling and testing, either through their own laboratory or a documented external testing arrangement. The preliminary requirements also identify UKAS accreditation to ISO 17020 and ISO 17025, insurance cover, relevant experience and the ability to achieve a three-day sampling turnaround as important areas for bidders to address. Removal contractors should have the competence, resources and compliant working practices needed for asbestos removal works. Small and medium-sized businesses are identified as suitable participants.

Adra(the Client) is seeking the services of suitably qualified and experienced service providers who are capable of providing a full range of high-quality services as contained within the suite of documents contained within this tender pack which comprises the documents set out at paragraph 11 of the ITT. Bidders should note that this ITT relates to the award of a framework agreement ("Framework Agreement") for the provision of Asbestos Surveying Services & Asbestos Removal works and all references to "the Services" in the ITT relate to the provision of asbestos services & works as more particularly described within the tender pack.

Adra is inviting expressions of interest from suitably qualified and experienced Service Providers for the provision of Asbestos Surveying & Removals. This engagement aims to identify capable providers who can deliver high-quality and compliant services to ensure the safety and well-being of our residents. This engagement will also be used to help guide the procurement process, and so we would therefore be grateful if you could provide responses to the following: - Your company name, contact details, and a brief outline of your relevant experience. - Your current levels of insurance coverage. Please confirm whether your company is UKAS accredited to ISO17020 and ISO17025 - Does your company employ in-house surveyors? - Does your company have its own lab? If not, please provide details of your current sample and test procedure. - Would a 3-day sampling turnaround be achievable should you successfully bid for this contract? If not, please provide an alternative sample & test period. Your feedback will be used to help develop the structure of the framework, which is currently proposed to have two lots: Lot 1: Asbestos Surveying Lot 2: Asbestos Removals Please note, Service Providers will be able to apply for one lot only.
