Summary of the contracting process

Stockton-on-Tees Borough Council is seeking a provider to deliver accelerated affordable housing on three council-owned pilot sites: Londonderry Road, Stirling House and Parkside Resource Centre. The work is intended to increase the supply of new affordable one-bedroom homes in the borough, supporting care leavers, vulnerable adults and homeless households moving towards independent living. This is a construction works opportunity for multi-dwelling buildings and individual houses, with delivery across the Stockton-on-Tees area. The Council is engaging with Registered Providers to deliver the housing, with the preferred approach being a single package covering all three sites. The requirement is therefore relevant to organisations able to develop and deliver affordable residential housing on publicly owned sites.

The process has reached tender: the Council invited offers through an open procedure. Enquiries had to be submitted by 12 noon on 5 August 2026, and electronic tenders, including all procurement documents, had to be submitted through the Open system by 12 noon on 10 August 2026. The contract period is 16 September 2026 to 31 August 2028, with award expected by 7 September 2026. The estimated value is £5.4 million excluding VAT, or £6.48 million including VAT. There is one lot covering all three sites. Evaluation is based on quality at 80%, price at 10% and social value at 10%. A compliant bid covering all three sites is required; variant bids may propose fewer sites or alternative delivery approaches, but will not be scored.

This opportunity suits Registered Providers and housing developers with the capability to deliver affordable one-bedroom housing, manage construction across multiple council-owned sites and address site-specific viability and delivery constraints. Small and medium-sized enterprises are considered suitable to participate. Bidders must be able to submit a compliant proposal for the full three-site requirement, explaining how the sites will be delivered and how the resulting homes will support local housing needs. Organisations unable to deliver every site may also propose variant approaches, provided they explain excluded sites, delivery barriers and possible interventions. The procurement places substantial emphasis on the quality of the delivery solution and also assesses social value, so suppliers with strong community benefits, local employment or related social-value delivery experience may be well placed to compete.

Stockton-on-Tees Borough Council is engaging with Registered Providers (RPs) to understand interest in an Accelerated Affordable Housing project on 3 Council owned pilot sites. The role taken by the Council to encourage the provision of new affordable housing in the borough, has not been sufficient to address the Boroughs housing needs, and this is particularly evident in the lack of new build 1 bed properties. A pipeline of 1 bedroom units is critical to support the successful move on of our care leavers, vulnerable adult and homeless households who are ready to move to living independently. Without access to sufficient affordable housing numbers the Council will inevitably face increasing budget pressures across these key service areas. The following 3 sites have been identified for disposal for affordable housing delivery: Londonderry Road Stirling House Parkside Resource Centre

Options: Variant Bids The Council's strong preference is for delivery of all three sites as a single package. However, the Council recognises that there may be viability or deliverability constraints affecting individual sites and is therefore permitting variant bids to explore alternative delivery options. Compliant Bid Requirement All bidders must submit a compliant bid covering the delivery of all three sites in accordance with the requirements set out in this tender. Only compliant bids will be evaluated and scored as part of the formal tender process. Variant Bid Option In addition to a compliant bid, bidders may submit one or more variant bids, which may include: - Delivery of fewer than all three sites - Alternative combinations of sites - Alternative approaches to managing site-specific constraints or risks However: Where a site is excluded, bidders must clearly set out: - The reasons for exclusion (including viability or delivery constraints) - The key barriers to delivery - Any measures or interventions that could support future delivery of that site Minimum Outcome The Council's minimum acceptable outcome is the delivery of at least two sites, subject to viability and deliverability. The Council reserves the right to prioritise proposals which maximise site delivery. Submission Requirements Variant bids must be clearly identified and submitted separately from the compliant bid. Bidders must provide sufficient detail to enable the Council to fully understand the implications of the proposed variant Evaluation of Variant Bids Variant bids will not be scored and will not influence the evaluation of compliant bids The Council may consider variant bids at the preferred bidder stage to inform discussions and agree a final delivery approach The Council reserves the right to require delivery of all three sites as part of any final agreement
