Summary of the contracting process

Southern Water Services Limited is procuring a single-supplier managed detection and response (MDR) service for its corporate IT and operational technology (OT) environments. The process has reached tender: Southern Water invited offers through an open competitive flexible procedure under the Procurement Act 2023. It is a single lot for one supplier. Responses combine a pre-qualification questionnaire with technical and commercial information; Southern Water may down-select bidders before full evaluation. This opportunity suits established cyber-security and managed security service providers able to operate a resilient 24/7/365 MDR capability across both enterprise IT and industrial OT environments. Relevant suppliers will need practical expertise in continuous monitoring, threat detection, investigation, incident response, case management, reporting and production of assurance evidence. Experience integrating telemetry from Nozomi Networks, Cisco Cyber Vision, CrowdStrike and comparable security platforms will be important, as will the ability to identify and address gaps without unnecessarily replacing the existing tooling estate. Strong knowledge of the Cyber Assessment Framework, Network and Information Systems requirements and Drinking Water Inspectorate expectations is relevant. Suppliers should also have the operational capacity to support clean-water assets and potentially wastewater OT sites.

Managed Detection and Response Tender

Notice Description

The objective of this tender is to select a single supplier to provide a combined Managed Detection and Response (MDR) service covering SWS' Corporate/IT and Operational Technology (OT) environments. SWS is seeking a 24/7/365 MDR service providing continuous monitoring, threat detection, triage, investigation, IT and OT incident response, case management, reporting and assurance evidence. The MDR Service must support SWS in meeting its regulatory and assurance obligations, including CAF, NIS and DWI requirements SWS operates an existing security tooling estate (e.g. Nozomi Networks, Cisco Cyber Vision and CrowdStrike). The MDR Service Provider will be expected to consume and integrate telemetry from these existing SWS tooling sources rather than replace them by default. Where a Tenderer identifies material gaps in the existing tooling estate, they should propose solutions to address those gaps as part of their proposed design and tender response. Estimated contract value for a 3-year contract with options to extend by 1-year and a further 1-year is PS8.5m

Lot Information

Lot 1

Options: Southern Water reserves the right to require the supplier to deliver some or all of the services in relation to Southern Water Wastewater operational technology ("OT") sites and assets, in addition to Clean Water sites and assets. Southern Water may exercise this right at any time during the contract term. Any services required for Wastewater OT sites and assets will be of the same type as some or all of the services provided by the supplier for Clean Water sites. Charges for any services required for Wastewater OT sites and assets will be determined using the cost model, tendered rates and charging basis as set out in the Commercial Response Schedule (PK-008).

Renewal: Southern Water may extend the term of the contract for an additional one year from the third anniversary of the contract start date, meaning the contract would expire four years after the contract start date. In addition, Southern Water may extend the term of the contract for an additional one year from the fourth anniversary of the contract start date, meaning the contract would expire five years after the contract start date.
