Summary of the contracting process

Moat Homes Limited, a sub-central government public authority located in Dartford, UK, is in the planning stage of procuring a new Human Resources Information System (HRIS) SaaS solution. This Preliminary Market Engagement (PME) aims to replace their current HRIS to support over 500 employees. Interested suppliers are invited to participate in this engagement process by submitting responses by 19th January 2026, with potential follow-up conversations occurring between 26th and 30th January 2026. The procurement process is in the initial planning stage and has yet to determine the exact procurement procedure or route to market, with possible options including an open procedure or a competitive flexible procedure. The planned contract period starts from 20th June 2027 and extends up to 2031, with the maximum extension reaching until 2037.

This procurement presents a significant opportunity for businesses within the human resources software industry, particularly those specialising in time accounting or HR software packages. Companies that can offer innovative, cost-effective, and robust HRIS solutions, tailored for a public authority like Moat Homes Limited, would be well-suited to compete. Suppliers participating in the engagement process can influence the future tender specification, ensuring maximum alignment with their service offerings and operational capabilities. As this is not a formal competition, it allows for early engagement with the buyer, providing an invaluable chance to showcase capabilities and gain insights that could influence the eventual formal tendering process.

Background to the Requirement We currently use a SaaS HRIS that provides core HR records, recruitment and onboarding, payroll (with a bureau element), absence and leave management, expenses, performance management and training administration.
