Summary of the contracting process

Nottingham Community Housing Association Limited is establishing a multi-supplier fire compliance framework for services and works across its housing stock in the United Kingdom. The requirement is divided into four areas: fire risk assessments; fire door inspections; active fire servicing, maintenance and replacement; and access control. The work covers planned programmes, reactive works and responses to regulatory requirements, including the servicing, repair and maintenance of fire safety equipment at properties owned or managed by the association. This is a services contract for organisations able to deliver fire safety compliance activities at housing properties, with access control capability relevant to the fourth area. The framework is intended to provide NCHA with a flexible route to appoint providers for these requirements.

The procurement is complete and suppliers were selected on 6 August 2026 through an open competitive flexible procedure. Awards remain pending signature. Fire Risk Assessments was awarded to Fieldway Supplies, Pennington Choices and Bellrock Property and Facilities for £2,000,000 excluding VAT (£2,400,000 including VAT). Fire Door Inspections was awarded to Element Passive Fire Protection, Neo Property Solutions and Axion Consultancy for £2,240,000 excluding VAT (£2,688,000 including VAT). Active Fire was awarded to Fieldway Supplies and McIntyre Compliance Services for £6,400,000 excluding VAT (£7,680,000 including VAT). Access Control was awarded to ABCA Systems, Fieldway Supplies and McIntyre Compliance Services for £1,600,000 excluding VAT (£1,920,000 including VAT). Each framework is scheduled for 5 October 2026 to 30 September 2030, with possible extension to 30 September 2034. Price counted for 60% and quality for 40%.

This award shows sustained demand from Nottingham Community Housing Association for specialist fire compliance services across a housing portfolio, with separate routes for assessment, inspection, active-fire systems and access control. A credible future competitor would need demonstrable technical ability and financial capacity to pass the participation stage, then show service quality alongside competitive pricing. Relevant capability may include carrying out fire risk assessments, inspecting fire doors, servicing and repairing fire safety equipment, replacing active-fire systems, and maintaining access-control installations. The multi-supplier framework structure indicates that providers may need to support planned programmes as well as responsive and regulatory-driven work. Suppliers with broad compliance coverage can compete across several requirement areas, while focused specialists can align their expertise to a single service line. The published process also indicates that fire risk assessment work was suitable for small and medium-sized enterprises.
