Summary of the contracting process

The Citizen Housing Group Ltd, based in Birmingham, is actively seeking to establish a Scaffolding Works Framework, titled "2025 - 1072 Scaffolding Works Framework". This procurement process, currently in the tender stage, encompasses the industry category of works, specifically scaffolding-related tasks, across four geographical areas: Coventry, Birmingham, Worcestershire, and Herefordshire. The procurement, managed through an open competition method with an immediate end date for tender submissions set as 17th February 2026, aims to appoint up to three contractors per lot for a four-year framework with optional breaks. The overarching goal is to secure excellent service delivery and value for money adhering to legal basis UKPGA 2023/54. The total contract value is expected to reach approximately £3,440,000.

This tender represents a significant opportunity for experienced scaffolding service providers, especially small and medium enterprises (SMEs), to expand their business by participating in a significant four-lot framework contract. By targeting various regions, it offers a diversified market reach for companies capable of delivering high-quality scaffolding services, including design, erection, dismantling, and inspections. Businesses with strong health and safety credentials, technical expertise, and an understanding of social value principles stand to benefit the most, as the award criteria are based on achieving the most advantageous tender through a Price Per Quality Point evaluation methodology. This framework not only promises robust business growth over several years but also a partnership focused on meeting the exacting standards required by Citizen Housing and its clientele.
