Summary of the contracting process

The Corporate Officers of the Houses of Commons and Lords sought independent investigators for the Independent Complaints and Grievance Scheme (ICGS). The work covers assessing and investigating complaints of bullying, harassment and sexual misconduct across the Houses of Parliament. The planned contract period was 29 March 2027 to 28 March 2035, with an estimated value of £2,761,650 excluding VAT, or £3,313,980 including VAT. The framework was intended to reopen after two, four and six years, with possible annual reopening from year three. Stage 1 would assess mandatory participation responses and shortlist 40 bidders; Stage 2 would assess written quality responses and practical exercises; Stage 3 would interview 30 bidders, with 20 places awarded. Quality carried 100% of the award weighting. The competition was cancelled on 27 August 2026 after inconsistencies were identified in the evaluation process, so the Authority decided not to proceed or award the contract.

This requirement suited independent investigation providers able to handle sensitive complaints involving bullying, harassment and sexual misconduct. Suppliers needed demonstrable relevant experience and the capability to deliver impartial investigations across the Houses of Parliament. Competitors would have needed to show their investigative skills through mandatory participation questions, written quality responses, practical assessment exercises and an interview with ICGS staff. The framework was designed for a limited panel of 20 suppliers, with future work assigned without reopening competition. Companies needed to achieve a successful Dun and Bradstreet score, while sole traders would be assessed through the insolvency register. The reserved participation condition favoured sheltered workshops, and the procurement was also suitable for SMEs. As the competition was cancelled, suppliers cannot currently compete for this procurement.

The Independent Complaints and Grievance Scheme (ICGS) assesses/carries out investigations into cases of bullying, harassment and sexual misconduct across the Houses of Parliament. The Authority are seeking Independent Investigators to join a framework of suppliers who will be assigned to assess and investigate complaints of misconduct. The framework will run for a maximum of eight years. The Authority will re-open the framework after 2 years and will re-open the framework again in years 4 and 6. The Authority may, in its absolute discretion, reopen the framework every 12 months from year 3. The Open Framework will expire on 28/03/2035. There will be a single Lot on this framework which will cover all areas of investigation. Due to the overlapping nature and skill set required to undertake the services (in the different complaint areas) it was not considered appropriate to separate into lots.
