Summary of the contracting process

The Health and Safety Executive (HSE), acting as the buyer, is in the planning stage for a public procurement process titled "National Calculation Methodology Contract(s)". This procurement is related to industry-specific software and services, particularly in architectural, engineering, and construction fields. The procurement process aims to engage suppliers in understanding market capabilities and explore potential solutions before commencing formal tendering processes. Located in Bootle, Merseyside, under the oversight of the Building Safety Regulator, this initiative is set to span from 2026 with key engagement events scheduled until 27th March 2026. Interested suppliers are encouraged to participate in online events throughout March to discuss commercial options and procurement models relevant to energy performance calculation for buildings.

This procurement offers significant opportunities for businesses specialising in software development, engineering consultancy, and construction-related compliance services. Particularly, small and medium enterprises (SMEs) that can offer innovative solutions in energy performance calculations could find value in competing for these contracts, given the procurement's alignment with evolving building regulations and energy standards. The upcoming contracts are expected to be divided into lots focusing on maintaining, updating, and developing technical guidance. Notably, the development, maintenance, and enhancement of the National Calculation Methodology (NCM) and its associated tools and interfaces form the core of upcoming opportunities, providing scope for sustained business growth over an estimated three-year initial duration.
