Summary of the contracting process

Park View School, a maintained secondary school in Tottenham, London, is procuring full school catering services. The requirement covers meals for approximately 1,040 pupils, including provision for pupils eligible for free school meals, together with the operation and improvement of the lunchtime service. The school serves a culturally and socially diverse community, with more than 74% of pupils speaking English as an additional language. The service is intended to provide appealing, healthy and educational food while supporting pupil meal uptake and school operations. Delivery is at Park View School in Tottenham. London Academy of Excellence is supporting the procurement and participating actively in evaluation and contractor selection. The procurement is classified as school catering services.

The procurement has been awarded, with Olive Dining Ltd selected as supplier for the single lot. The award was made on 15 June 2026 for £1,666,666 gross. The contract is due to run from 1 September 2026 to 31 August 2029, with two possible one-year extensions to 31 August 2031. It uses an open competitive flexible procedure and operates on a cost-plus basis with labour and food-cost guarantees. The estimated total sales turnover over the initial three-year period is £1 million. Four bids reached the final stage, including one from an SME. Evaluation was weighted 70% quality and 30% price. The tender enquiry deadline was 27 February 2026, the bid deadline was 1 May 2026, and the award period ended 8 June 2026.

This requirement is relevant to school catering operators with substantial secondary-school experience and the ability to manage high-volume commercial budgets. A credible competitor would need to demonstrate consistently high service standards in a large secondary-school setting, with systems and staff capable of serving a sizeable pupil population and supporting free-school-meal provision. Evidence of increasing meal uptake and growing sales would be important, alongside a practical approach to making lunchtime food appealing, healthy and educational. The requirement also favours suppliers with sufficient local resources to maintain service levels throughout delivery. The procurement attracted four final-stage bids, so future competition is likely to require a well-evidenced quality offer as well as competitive pricing and strong operational controls.

Notice Title

Park View School ~ Catering Tender

Notice Description

Park View School is a non-selective Tottenham secondary school maintained by the Local Authority (Haringey). It has roughly 1,040 pupils, with around 50% of pupils eligible to Free School Meals. In February 2023, the school was again rated 'Good' by Ofsted. The catchment area of Park View encompasses one of the most ethnically, culturally and socially diverse areas in the UK and over 74% of pupils at the school speak English as an additional language. Park View emphasises its "broad and balanced" curriculum, placing equal importance on the arts and sport alongside academic rigour, to support pupils' success. Park View School has a working partnership with the London Academy of Excellence (LAE), which is a large high-performing sixth-form college in Tottenham. As such, LAE will be supporting Park View school throughout the tender process and will play an active role in the evaluation and selection of the contractor. Basis of Contract The school wishes to appoint a supplier to deliver full catering services. The contract will commence from 1st September 2026 for an initial period of 3 years plus an option to extend for 2 periods of 1 year and operate under a 'Cost-Plus' basis with guarantees attached to labour and food cost. The catering service is currently contracted and based on existing trading performance the total sales turnover from cash and free school meals is estimated at PS1 million (over initial 3-year period). However, it is highly anticipated that the contract has strong potential for significant growth. Objectives The appointed Supplier will have: *Significant experience of delivering quality catering services within secondary schools. *Familiarity with successfully managing high volume commercial budgets in secondary schools *Proven ability to grow sales and increasing pupil meal uptake *A compelling attitude towards making the lunchtime service appealing, healthy and educational for children *Sufficient local resources to ensure the required level of service is constantly maintained.
