Notice Description

This Contract Award Notice is issued in accordance with the Procurement Act 2023 to notify the market of the intention to award a contract and to formally commence the standstill period for Bogie and Door Damper Related supplies for the Central, S-Stock (Metropolitan, District, Circle and Hammersmith & City Lines), Piccadilly and Jubilee Lines. In line with the Procurement Act 2023, this Contract Award Notice triggers an 8 working day standstill period, as applied automatically by the Find a Tender system. The Authority will not enter into the contract before the end of this standstill period. Bogie and Door Damper Related supplies used to support the Fleet Maintenance programme of work. Spend is not committed and associated consumables will be according to requirement. The proposed contract is awarded to ITT Holdings Czech Republic s.r.o. (KONI) who are the original equipment manufacturer (OEM) for the dampers and are OEM-controlled assets. Procurement Information

ITT Holdings Czech Republic s.r.o. (KONI) are the original equipment manufacturer (OEM) for the dampers and are OEM-controlled assets. Technical schematics, manufacturing/assembly drawings, and spare parts information are strictly controlled and not shared with third parties. The supply requires compatible parts, and due to lack of technical documentation and information, it is not possible to create a specification for an alternative. A change in supplier would result in TfL receiving Bogie and Door Damper Related supplies that are different from, or incompatible with, the existing goods, and this difference or incompatibility would result in disproportionate technical difficulties in operation and maintenance. Procurement Act 2023, Schedule 5, Paragraph 7 a) and b), which states: Additional or repeat goods, services or works (7) The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where- (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
