Summary of the contracting process

Network Rail Infrastructure Limited, a public authority under central government, is currently in the planning stage for a significant procurement process titled "NW&C PPM, Minor Works & Reactive Works", focusing on construction work within the North West & Central region of the United Kingdom. This framework aims to encompass planned preventative maintenance, minor project works, and reactive works to ensure effective asset management across station buildings, platforms, footbridges, and more. The planned engagement begins with a market engagement questionnaire available from 27 January 2026 to 20 February 2026, inviting interested parties to contribute. This engagement aims to gather insights without constituting a call for competition, with Network Rail intending to issue a tender notice for competitive bidding later on.

Opportunities abound for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) to engage with this procurement process, given its framework agreement nature and substantial budget of £300 million gross, targeting construction-related activities. Companies specialising in efficient site maintenance and emergency responsiveness capabilities, with the ability for inspection, repair, and renewal, will find growth and competitive edges by participating. The planned works within the utility special regime will present consistent demand, making them ideal for businesses poised to deliver high-quality, responsive services effectively across varied infrastructures.
