Summary of the contracting process

Luton Borough Council procured alternative education and training services for learners unable to access mainstream school or further education, including pupils facing permanent exclusion, exclusion, medical needs, mental health or anxiety conditions, and complex learning disabilities. Providers may deliver face-to-face or online tuition. The seven service areas cover vocational education; therapeutic provision; alternative education centres; one-to-one in-person tuition; online one-to-one and group learning; complex special educational needs and severe learning disabilities; and miscellaneous provision for individual requirements not covered elsewhere. Delivery is for Luton learners, within a framework intended to support provision across primary, secondary and 16+ age groups. The procurement is classed as education and training services and is led by Luton Borough Council.

The procurement has been awarded through an open procedure as a closed framework with up to 100 providers and no reopening of competition. Awards were made on 10 July 2026 across seven lots: Ackerman Pierce, Educ8, Embrace & Encourage Education, Fleet Education Services, Grow Your Potential, Kojikojo, N-Gage Therapeutic Care, Educatch Charity, OCEM, Prospero Group and Expertease Tuition won Lot 4; C & G Plastering Academy, Chance 2 Change, Embrace & Encourage, Grow Your Potential, Marsh House Studio, N-Gage Therapeutic Care and Expertease Tuition won Lot 1; 12 providers won Lot 2; five won Lot 3; nine won Lot 5; 11 won Lot 6; and 19 won Lot 7. Lot values are £3.6m, £1.62m, £2.4m, £10.8m, £1.92m, £900,000 and £120,000 respectively, gross. The framework runs from 8 September 2026 to 31 August 2036. Quality had to pass in full, with pricing within 20% of the lot average.

This requirement demonstrates sustained council demand for flexible alternative education delivered in person and online, across mainstream age phases and specialist needs. Relevant competitors include tutoring organisations, alternative provision providers, therapeutic education services, vocational trainers, special educational needs specialists, learning centres, charities and community interest companies. A credible future supplier would need to evidence compliance with every quality standard and provide provision suited to exclusion, medical, mental health, anxiety, complex learning and special educational needs contexts. Capacity to deliver one-to-one and group tuition, online learning, vocational activity, therapeutic support and education-centre provision is relevant, as is the ability to serve learners across primary, secondary and 16+ phases. The framework attracted substantial competition, including many small and medium-sized enterprises and voluntary, community and social enterprises, showing that specialist and locally rooted providers can participate.

Notice Description

Alternative Education Providers to meet the needs of learners who require educational provision to compliment, extend or replace their existing curriculum provision. Alternative provision may be in place for students who are at the point of permanent exclusion, have been excluded from school or unable to access educational provision in a school or further education provision on medical grounds, or due to mental health and anxiety conditions or complex learning disabilities. Providers must be able to provide either face-to-face provision or online tutorial.

Vocational

Options: Lot 7 is a 'Miscellaneous' lot which means that if the Council have a need which cannot be met from the existing lots they can procure under lot 7. This may be for unique services to meet the needs of the child/young person in order to provide them with the relevant education in the manner they require. Anyone who is awarded a place on any lot will automatically become a member of lot 7.

Planning Information

We will be hosting two Meet the Buyer sessions, one in person for the face-to-face provision and another online which will be for the online tuition providers. The in person event will take place at 2pm on the 10 February 2026 at the Luton Central Library, St George's Square, Luton LU1 2NG, the online event will take on Friday 13 February 2026 @ 2pm - you must register to attend either event by emailing Caroline.sturman@luton.gov.uk. You will not be admitted to the Library if you haven't registered and you will be sent the meeting invite for the online event upon registration
