Summary of the contracting process

The Welsh Government is procuring a national delivery programme for the Seren Academy, which supports high-achieving learners in Wales from Year 7 to Year 13, regardless of socioeconomic background. The procurement has been awarded following an accelerated open procedure. One lot was evaluated on technical quality at 80% and commercial price at 20%; one bid was received, from an SME. Equal Education Partners Limited was selected on 23 April 2026. The awarded value is £7,765,303 excluding VAT, or £9,318,363 including VAT. The awarded contract period is 17 August 2026 to 16 August 2027, with three optional 12-month extensions available, allowing a maximum end date of 16 August 2030. The standstill period ends on 12 August 2026, and the planned contract signature date is 14 August 2026. The original lot estimate was £8,400,000 excluding VAT and £10,080,000 including VAT. The contract is above threshold and covered by the GPA and CPTPP.

This award demonstrates demand from the Welsh Government for a substantial, nationally coordinated programme serving academically ambitious learners across the full secondary and post-16 age range. A credible competitor for a future requirement would need to design and run hybrid education and guidance services, employ and manage a suitable delivery team, and provide both academic challenge and broader super-curricular activity. Relevant capability spans humanities, languages and communication, mathematics, science and technology, with social sciences added for post-16 learners. The programme also requires a learner-centred approach that develops independent thought, critical thinking and problem-solving. Suppliers should be able to deliver consistently across Wales, support learners from varied socioeconomic backgrounds, and evidence strong technical quality, since quality carried four times the weighting of price in this competition.

The client aims to appoint a delivery contractor to employ the delivery team and deliver a hybrid programme of information and guidance and academic challenge for our Seren learners.
