Summary of the contracting process

The recent procurement process undertaken by the University of Edinburgh has concluded with the awarding of a contract for an "Atmospheric analysis sensor." This contract is classified under the industry category of pollution-monitoring devices (CPV code: 38344000) and falls within the scope of goods procurement. The procurement process employed was a Negotiated Procedure Without Prior Call for Competition, due to technical reasons that limit competition to a single supplier. Named GeoGas Analytica, the successful supplier is recognised as the sole EU distributor capable of meeting the University's specifications. The contract was signed on 2nd February 2026, with the value amounting to €82,840.00, excluding VAT and any applicable import duties. The sensor will support Edinburgh's Field Spectroscopy Facility located in the UKM75 region, specifically designed to measure gas concentrations with high precision in real-time.

This procurement offers niche opportunities for businesses specialising in advanced technological solutions capable of meeting precise technical and integration requirements. Companies that excel in innovating and adapting their products to seamlessly interface with existing equipment, such as UAV drones, would find this type of tender particularly suited to their capabilities. Additionally, future opportunities may arise for businesses offering maintenance services, spare parts, and potential upgrades for advanced atmospheric sensors, contributing to further business growth through continued engagement with academic and research institutions like the University of Edinburgh.

Notice Title

Atmospheric analysis sensor

Notice Description

The University of Edinburgh Field Spectroscopy Facility requires a sensor with the capability to measure NO2, CO2 and CH4 concentrations at altitude/height simultaneously and in real time, at a detection limit in the <1 ppb for methane, <0.5 ppb for NO!2 and < 200 ppb for CO!2. The concentrations are required for flux measurements, and therefore the temporal frequency of measurements is important, measurement frequency needs to be no less than 1 Hz, ideally at 5 Hz. To enable use of the facility's existing UAV equipment the sensor must be able to interface with a DJI M400 drone, and the total sensor weight must be under 7kg. After a market evaluation it is believed there is only one solution which can fulfil the combined requirements - the Aeris Sensors MIRA Strato. As such we intend to award via the Negotiated Procedure Without Prior Call for Competition, to their sole EU distributor, on the basis competition is absent for technical reasons. Any suppliers who wish to query or challenge this notice should do so within 10 calendar days of its publication. Value represents cost excluding VAT and import duties (if applicable).
