Summary of the contracting process

Ordnance Survey Limited commissioned services to implement its Impact Study Framework. The work followed an earlier phase in 2025 that developed the framework and proposed the initial follow-on plan. The second phase focused on refining Ordnance Survey’s balanced scorecard and strategic goals document, and delivering an independent assessment of Ordnance Survey’s impact. This is an impact evaluation and feasibility-study type requirement, involving analysis, strategy refinement, performance measurement and independent assessment. Delivery covered the United Kingdom. The requirement is relevant to consultancies, research organisations and specialist advisers with experience of evaluating the impact of public services, organisations or programmes and translating findings into practical strategic measures.

The procurement was completed through a direct award below the applicable threshold, without competition. One service award was made to Know.Consulting. The contract was signed on 20 September 2025, with a value of £123,850 excluding VAT and £148,620 including VAT. Its stated contract period was 1 October 2025 to 31 May 2026. The contract was terminated on 31 July 2026, with completion recorded as the reason. Implementation ended on 30 June 2026, and the final value was £123,850 excluding VAT and £148,620 including VAT. Evaluation therefore centred on the directly commissioned requirement rather than a competitive tender process.

This outcome indicates demand from Ordnance Survey for specialist impact-study support that can move from framework design into implementation. A credible competitor for a future requirement of this kind would need to combine independent evaluation with practical strategy and performance-measurement expertise. Relevant capability includes designing or refining balanced scorecards, defining strategic goals, selecting meaningful impact measures, gathering and analysing evidence, and producing an impartial assessment that senior decision-makers can use. Experience of public-sector or nationally significant organisations would help demonstrate understanding of accountability, public value and complex stakeholder environments. Suppliers should be able to deliver structured consultancy outputs, challenge existing assumptions constructively and turn analytical findings into an implementable programme of work.
