Summary of the contracting process

Torbay Council, working with SWISCo, procured six new waste-haulage trailers for residual and food-waste transport in Torquay and the surrounding Torbay area. The requirement comprised four walking-floor articulated waste trailers and two food-waste trailers. This is a goods supply opportunity for trailer manufacturers, specialist commercial vehicle suppliers and businesses able to provide equipment suitable for waste collection and haulage operations. The trailers are intended to support SWISCo’s residual-waste and food-waste services. Both parts of the requirement were suitable for small and medium-sized enterprises, and the selected supplier, STAS Trailers Ltd, is recorded as an SME. Each awarded contract runs from 31 July to 2 November 2026. Lot 1 had a standstill period ending 29 July 2026, with signature scheduled for 30 July 2026. The tender required relevant policies, procedures and accreditations, financial capacity and the ability to obtain required insurance before delivery.

This procurement demonstrates demand from Torbay Council and SWISCo for new specialist trailers supporting both residual-waste and food-waste haulage. Suppliers best placed to compete in a future requirement would be able to manufacture or supply new walking-floor articulated trailers and food-waste trailers, understand the operating demands of waste transport, and provide equipment that meets the buyer’s technical specification.
