The appointed broker will be responsible for sourcing appropriate medical insurance solutions, advising on market options, supporting procurement of the insurance provider, and managing the medical insurance contract. This includes claims support, provider network oversight, reporting, and ongoing member support. The Authority wishes to undertake Preliminary Market Engagement (PME) in a proportionate and transparent manner to help refine the upcoming procurement for Medical Aid Brokerage Services for the British High Commission Kigali. The purpose of this engagement is to gather market insight, test deliverability of the draft requirements, and ensure the specification, KPIs, Conditions of Participation, and commercial approach are suitable, realistic, and attractive to the market. The PME aims to: Understand brokerage capabilities for Rwanda‑based employee populations (benefit design advisory, market testing, placements with insurers/medical schemes, renewal strategy). Explore service models (local brokerage, regional hubs, global networks) and fee structures (fixed fee, capped fee, success‑linked, hybrid). Validate compliance, governance and data protection approaches (including handling of personal/health data and local regulatory requirements). Test approaches to member servicing (onboarding, helpdesk, claims escalation), provider network stewardship, and reporting/analytics. This engagement is conducted under PA23 s.16 to help prepare the procurement and will be managed to avoid unfair advantage or distortion of competition. Evaluation - Tenders will be evaluated against the published award criteria: Technical Quality - 70% Commercial (Commission Transparency & Value) - 30% Only compliant bids meeting all Conditions of Participation will be evaluated. Post tender clarification - if required - post-tender clarification for the purposes of verifying the content of final tenders. Best and Final Offer (BAFO) - if required - The Authority reserves the right to invite one or more bidders to submit a Best and Final Offer (BAFO). BAFO may be used to clarify or improve service delivery proposals or commission transparency. Participation in BAFO is at the Authority's discretion and will be conducted transparently and equally. Preferred supplier - this stage will be used to develop and finalise the final contract with the most advantageous tenderer. Contract Award - Contract award will be made to the Most Advantageous Tender (MAT) following evaluation and (where applicable) BAFO. A mandatory standstill period will apply prior to contract signature. The Authority reserves the right to conclude the procurement without invoking BAFO where it is satisfied that the Stage 1 evaluation identifies the MAT."
