Summary of the contracting process

The City & County of Swansea sought construction works for the Clarence Terrace Storage and Car Parking scheme in Swansea. The project was to create a multi-use area, mainly tarmac pallet storage around the site perimeter, together with 19 parking spaces for full-time employees of 71/72 Kingsway. The works also included minor trenching to connect new drainage and electricity supplies to existing services, a vehicle crossover at the entrance, and kerbing and footway works to provide a suitable visibility splay. The remaining site area was to be finished with 75mm road planings. This is a small local civil engineering and surfacing project, covering external works, drainage, utilities connections, access construction and car park preparation.

The buyer invited offers through a below-threshold open competition. The tender reached the offer stage, but the procurement was subsequently withdrawn and will not proceed to contract award because the authority’s review found that sufficient project budget was no longer available. The enquiry deadline was 18 February 2026 and the tender submission deadline was 25 February 2026. The planned contract period was 2 March to 27 March 2026. The estimated value was £120,000 excluding VAT, or £144,000 including VAT. There was one lot. Evaluation placed 90% on price, 5% on health and safety, and 5% on site security, with selection requirements set out in the quotation documents.

This opportunity suited construction contractors able to deliver a compact package of civil engineering, groundworks, drainage, utility trenching, surfacing, kerbing, footway and vehicle access works. Relevant suppliers would need the practical capability to coordinate several site activities and complete a small external works scheme within a short delivery window, including preparing a storage area with tarmac, forming employee parking spaces and applying road planings. The evaluation gave far greater weight to price than to the proposed health and safety and site security arrangements, so bidders needed to price the activity schedule competitively while demonstrating controlled site operations. The procurement was identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, although it was withdrawn before award.
