Summary of the contracting process

Pembrokeshire County Council is seeking a specialist advice, debt and income maximisation service for residents across Pembrokeshire. The service covers general advice and help with debt and income maximisation, alongside targeted support for children, young people and families. It is intended to help residents achieve financial outcomes and includes work on accessibility and inclusion, partnership working and integration with the community. This is a social and community support service, including benefits advice (CPV 85000000). The requirement is arranged as one lot and is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Service delivery is throughout Pembrokeshire.

The Council invited tenders through an open procedure. The tender deadline was 4 December 2026 at midnight, and the deadline for enquiries was 1 December 2026 at midnight. The anticipated contract period is 1 May 2027 to 30 April 2029, with an extension option up to 30 April 2031. The stated value is £1,526,400 excluding VAT (£1,831,680 including VAT); this includes a potential additional services budget of £100,000 per year, which may not be taken up. Evaluation assigns 30% to hourly rate and 70% to quality, assessed across service delivery, resident outcomes, inclusion, partnership working, governance, workforce and mobilisation. Award was expected by 15 January 2027.

This opportunity suits providers with experience delivering specialist financial advice, debt support and income maximisation, including targeted services for children, young people and families. Suppliers need to demonstrate the ability to improve residents’ financial outcomes and provide accessible, inclusive support, while working effectively with community partners. The Council assesses the proposed workforce model, contract management and governance, and mobilisation, so bidders should be able to show credible staffing and delivery arrangements and capacity to manage the service across Pembrokeshire. Registration with the Financial Conduct Authority is required, together with Advice Quality Standard accreditation or an equivalent. Small and medium-sized enterprises and voluntary, community and social enterprises are explicitly considered suitable to bid.
