Summary of the contracting process

NHS Scotland health boards and Integrated Joint Boards require contraceptive medicines under a pharmaceutical-products framework. The scope covers oral contraceptive tablets, levonorgestrel intrauterine devices, contraceptive implants, contraceptive injections and other contraceptive products. Goods are supplied across Scotland to NHS bodies constituted under the National Health Service (Scotland) Act 1978 and Integrated Joint Boards established under the Public Bodies (Joint Working) (Scotland) Act 2014. The buying organisation is NHS National Services Scotland, acting as a central purchasing body for the Scottish health service. This is a medicines supply opportunity rather than a clinical, consultancy or construction requirement, and is most relevant to pharmaceutical manufacturers, marketing-authorisation holders, wholesalers and specialist medicines suppliers able to serve multiple Scottish health bodies.

The procurement has been awarded and contracts are active for four categories. Contracts were signed on 6 July 2026: oral contraceptive tablets were awarded to Lupin Healthcare UK, Morningside Pharmaceuticals, Organon Pharma, Pfizer and Zentiva, with a contract value of £348,152; levonorgestrel intrauterine devices to Bayer and Gedeon Richter, £5,563,736; contraceptive implants to Organon Pharma, £5,190,344; and contraceptive injections to Pfizer, £328,826. Each framework contract lasts 720 days and may be extended by two further 12-month periods. The other contraceptive products category remains active, with an estimated value of £366,109 and no recorded award. The procedure was an open procedure and bids were evaluated on price (95%) and supply-chain logistics (5%).

This requirement favours established medicines suppliers with the regulatory, quality-assurance and distribution capacity to supply NHS Scotland at scale. Suppliers must hold a current UK Marketing Authorisation approved by the MHRA for every medicine tendered, using a PL, PLGB or PLPI number, and suppliers and subcontractors must hold BS EN ISO 9001 or an equivalent certification. Products must meet MHRA and National Patient Safety Agency guidance on packaging and labelling, with samples available on request. Credible competitors also need reliable supply-chain logistics, electronic ordering capability and evidence of action on climate change, including a completed climate-change plan. Participants were required to support community-benefit principles and describe relevant Scottish outcomes or engagement with NHS Scotland’s Community Benefits Gateway.
