Summary of the contracting process

The procurement process, led by Lancashire Renewables Limited, is currently in the planning stage for the provision of emission testing and associated services within the environmental services industry category. The tender opportunity is intended to be advertised between March and April 2026. Interested parties should engage via the procurement email provided to register on the 'North West Procurement Portal'. The project will cover waste treatment facilities located in Leyland and Thornton Cleveleys, United Kingdom, with the contract expected to start on 1st July 2026 for a period of three years, potentially extending up to six years. The initial contract phase aims at compliance with the Environment Agency's Technical Guidance, with milestones planned around significant industry changes like new regulations coming into effect in February 2025.

This tender presents a significant opportunity for businesses specialising in environmental and emissions testing. Suitable candidates include entities experienced in compliance with technical guidance for bioaerosol, emissions filter, and odour abatement testing services. Small and medium-sized enterprises can potentially benefit from being supplier-ready for contracts that prioritise agility and specialised knowledge. As Lancashire Renewables Limited plans to expand its services by resuming the anaerobic digestion process, companies with capabilities in testing associated plant like biogas engines will have the chance to contribute to regional growth and invest in long-term partnerships. Engaging early in the process allows businesses to adapt to fluctuations in contract specifications and align with emerging environmental standards.
